5 | 6 | | WHEREAS, The untimely passing of Russell Charles Janecka of |

6 | 7 | | Victoria on September 30, 2021, at the age of 61, has brought |

7 | 8 | | immeasurable sorrow to the friends and loved ones of this admired |

8 | 9 | | civic leader; and |
---|
9 | 10 | | WHEREAS, Russell Janecka was born in Victoria on May 2, 1960, |
---|
10 | 11 | | to Maynard and Esterleen Janecka, and he grew up with seven |
---|
11 | 12 | | siblings, Darrell, Richard, Karen, Jerilyn, Jill, Jean, and Neysa; |
---|
12 | 13 | | a graduate of Victoria High School, he enlisted in the U.S. Air |
---|
13 | 14 | | Force Security Service and trained at the Defense Language |
---|
14 | 15 | | Institute Foreign Language Center; he subsequently completed a |
---|
15 | 16 | | four-year tour in Berlin, Germany, where he worked in signal |
---|
16 | 17 | | intelligence as a linguist with the 6912th Electronic Security |
---|
17 | 18 | | Squadron; along the way, he continued his education at Victoria |
---|
18 | 19 | | College and the University of Maryland University College Europe |
---|
19 | 20 | | campus; and |

20 | 21 | | WHEREAS, Following his father's death in 1986, Mr. Janecka |

21 | 22 | | assumed ownership of the Janecka Insurance Agency, where he was |
---|
22 | 23 | | assisted by his sister Jill; he advocated for the industry at the |
---|
23 | 24 | | state and national levels and served on the Germania Farm Mutual |
---|
24 | 25 | | Insurance Association board for more than 30 years; among his |
---|
25 | 26 | | achievements, he was a Life Underwriter Training Council Fellow, a |
---|
26 | 27 | | certified insurance counselor, and a certified Leadership Fellow |
---|
27 | 28 | | for the National Association of Corporate Directors; and |
---|
28 | 29 | | WHEREAS, Mr. Janecka was deeply devoted to his community; he |
---|
29 | 30 | | spent a decade on the Victoria Planning Commission and chaired the |
---|
30 | 31 | | Victoria Chamber of Commerce board; furthermore, he was president |
---|
31 | 32 | | of the Victoria Adult Literacy Council as well as The Gabriel |
---|
32 | 33 | | Project of the Crossroads, and he helped facilitate the opening of |
---|
33 | 34 | | the new Bethlehem Maternity Home; for over 15 years, he acted in |
---|
34 | 35 | | stage productions for the Victoria Ballet Theatre, where he also |
---|
35 | 36 | | served as president; and |
---|
36 | 37 | | WHEREAS, In all his endeavors, Mr. Janecka enjoyed the love |
---|
37 | 38 | | and support of his wife, Gail, with whom he shared a rewarding |
---|
38 | 39 | | marriage that spanned more than four decades; he took great pride in |
---|
39 | 40 | | their three children, Robert, Julie, and Kevin, and their two |
---|
40 | 41 | | grandsons, Elliott and Malcolm; in his leisure time, Mr. Janecka |
---|
41 | 42 | | pursued a diverse range of hobbies and interests, and he especially |
---|
42 | 43 | | delighted in taking annual vacations with his family; a man of |
---|
43 | 44 | | faith, he was a valued congregant of Holy Family Catholic Church, |
---|
44 | 45 | | and through the years, he participated in numerous ministries; and |
---|
45 | 46 | | WHEREAS, Although Russell Janecka will be deeply missed, the |
---|
46 | 47 | | passion, integrity, and generosity with which he lived his life |
---|
47 | 48 | | will forever inspire all those who had the good fortune to know him; |

48 | 49 | | now, therefore, be it |

49 | 50 | | RESOLVED, That the House of Representatives of the 87th Texas |

50 | 51 | | Legislature, 3rd Called Session, hereby pay tribute to the memory |

51 | 52 | | of Russell Charles Janecka and extend heartfelt condolences to his |

52 | 53 | | many relatives and friends; and, be it further |

53 | 54 | | RESOLVED, That an official copy of this resolution be |
