45 R E S O L U T I O N
56 WHEREAS, The untimely passing of Russell Charles Janecka of
67 Victoria on September 30, 2021, at the age of 61, has brought
78 immeasurable sorrow to the friends and loved ones of this admired
89 civic leader; and
910 WHEREAS, Russell Janecka was born in Victoria on May 2, 1960,
1011 to Maynard and Esterleen Janecka, and he grew up with seven
1112 siblings, Darrell, Richard, Karen, Jerilyn, Jill, Jean, and Neysa;
1213 a graduate of Victoria High School, he enlisted in the U.S. Air
1314 Force Security Service and trained at the Defense Language
1415 Institute Foreign Language Center; he subsequently completed a
1516 four-year tour in Berlin, Germany, where he worked in signal
1617 intelligence as a linguist with the 6912th Electronic Security
1718 Squadron; along the way, he continued his education at Victoria
1819 College and the University of Maryland University College Europe
1920 campus; and
2021 WHEREAS, Following his father's death in 1986, Mr. Janecka
2122 assumed ownership of the Janecka Insurance Agency, where he was
2223 assisted by his sister Jill; he advocated for the industry at the
2324 state and national levels and served on the Germania Farm Mutual
2425 Insurance Association board for more than 30 years; among his
2526 achievements, he was a Life Underwriter Training Council Fellow, a
2627 certified insurance counselor, and a certified Leadership Fellow
2728 for the National Association of Corporate Directors; and
2829 WHEREAS, Mr. Janecka was deeply devoted to his community; he
2930 spent a decade on the Victoria Planning Commission and chaired the
3031 Victoria Chamber of Commerce board; furthermore, he was president
3132 of the Victoria Adult Literacy Council as well as The Gabriel
3233 Project of the Crossroads, and he helped facilitate the opening of
3334 the new Bethlehem Maternity Home; for over 15 years, he acted in
3435 stage productions for the Victoria Ballet Theatre, where he also
3536 served as president; and
3637 WHEREAS, In all his endeavors, Mr. Janecka enjoyed the love
3738 and support of his wife, Gail, with whom he shared a rewarding
3839 marriage that spanned more than four decades; he took great pride in
3940 their three children, Robert, Julie, and Kevin, and their two
4041 grandsons, Elliott and Malcolm; in his leisure time, Mr. Janecka
4142 pursued a diverse range of hobbies and interests, and he especially
4243 delighted in taking annual vacations with his family; a man of
4344 faith, he was a valued congregant of Holy Family Catholic Church,
4445 and through the years, he participated in numerous ministries; and
4546 WHEREAS, Although Russell Janecka will be deeply missed, the
4647 passion, integrity, and generosity with which he lived his life
4748 will forever inspire all those who had the good fortune to know him;
4849 now, therefore, be it
4950 RESOLVED, That the House of Representatives of the 87th Texas
5051 Legislature, 3rd Called Session, hereby pay tribute to the memory
5152 of Russell Charles Janecka and extend heartfelt condolences to his
5253 many relatives and friends; and, be it further
5354 RESOLVED, That an official copy of this resolution be
5455 prepared for his family and that when the Texas House of
5556 Representatives adjourns this day, it do so in memory of Russell
5657 Janecka.
