45 R E S O L U T I O N
56 WHEREAS, Breast cancer is one of the most common types of
67 cancer among American women, and each October, Breast Cancer
78 Awareness Month helps to highlight the vital importance of
89 educating the public about the disease; and
910 WHEREAS, One in eight American women will develop breast
1011 cancer during their lifetime; the American Cancer Society estimates
1112 that in 2021, more than 281,000 women in the U.S. will be diagnosed,
1213 and over 43,000 women will lose their lives to the disease; it is
1314 the leading cause of death for Hispanic women and the second leading
1415 cause of death for African American, Asian Pacific, and American
1516 Indian women; in 2020, more than 18,000 Texans were diagnosed with
1617 breast cancer; breast cancer is the most common type of cancer
1718 globally, with more than two million people diagnosed in 2020; and
1819 WHEREAS, Since 1985, the month of October has been recognized
1920 nationally as Breast Cancer Awareness Month, and as a result of this
2021 increased advocacy, billions of dollars have been spent on research
2122 and education, while many of the brightest scientific minds have
2223 been devoted to learning more about this disease; in addition, the
2324 annual event has helped raise awareness about the need for
2425 mammograms and other types of proactive screening; and
2526 WHEREAS, These changes are especially significant because
2627 the issues around women's health have often been insufficiently
2728 examined by the medical community, resulting in women being
2829 underdiagnosed and, at times, not receiving lifesaving
2930 interventions; and
3031 WHEREAS, The incidence of breast cancer is almost completely
3132 the same among White and Black women, yet Black women face a
3233 41 percent higher mortality rate than White women; and
3334 WHEREAS, Social inequities perpetuate a disparity in
3435 prevention, treatment, and survival of breast cancer; early
3536 detection saves lives, and all Texans deserve the best health care
3637 available, regardless of ability to pay or systemic barriers to
3738 health care; now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 87th Texas
3940 Legislature, 3rd Called Session, hereby recognize October 2021 as
4041 Breast Cancer Awareness Month and encourage Texans to seek out more
4142 information about breast cancer.
