45 R E S O L U T I O N
56 WHEREAS, State Representative Lyle Larson of San Antonio is
67 completing his tenure in the Texas House of Representatives in
78 January 2023 at the end of his sixth term in office, following 12
89 years of exemplary service to his constituents; and
910 WHEREAS, Born and raised on a family farm in northern Bexar
1011 County, Representative Larson graduated from MacArthur High School
1112 in the North East Independent School District and earned his
1213 bachelor's degree in business administration from Texas A&M
1314 University; he was employed by Nalco Chemical Company and Johnson &
1415 Johnson before establishing his own business; in 1991, he began his
1516 career in public service, winning election to the first of two terms
1617 on the San Antonio City Council, and he went on to serve as Bexar
1718 County commissioner for Precinct 3 from 1997 to 2008; and
1819 WHEREAS, Representative Larson was first elected to the Texas
1920 House in 2010, and following a productive freshman session, he was
2021 named one of three "Rookies of the Year" by the Texas Tribune; he
2122 demonstrated an exceptional commitment to addressing the vital
2223 water issues confronting our state, and he co-chaired the committee
2324 overseeing the Bexar Metropolitan Water District and went on to
2425 chair both the Natural Resources Committee and its Subcommittee on
2526 Special Water Districts; traveling across the state in support of
2627 water policy and planning, he met with some 50 groundwater
2728 conservation districts, a dozen river authorities, all the large
2829 public utilities, and several other municipalities and water
2930 districts; he further served on the Edwards Aquifer Oversight
3031 Committee, and he protected the state's iconic park system through
3132 his efforts to end diversions of funding; with the passage of House
3233 Bill 158 during the 84th Legislative Session, he helped ensure that
3334 future generations will continue to enjoy the natural beauty of the
3435 Lone Star State; and
3536 WHEREAS, A steadfast proponent of term limits for elected
3637 state officials, Representative Larson introduced legislation to
3738 impose such measures, and his own retirement at the 12-year mark is
3839 a reflection of the strength of his convictions; and
3940 WHEREAS, Throughout his time in office, Lyle Larson has
4041 worked ceaselessly to improve quality of life for his constituents
4142 and secure the future of water resources across Texas, and he has
4243 earned the lasting respect of his colleagues and the deep
4344 appreciation of his fellow citizens; now, therefore, be it
4445 RESOLVED, That the House of Representatives of the 87th Texas
4546 Legislature, 3rd Called Session, hereby commend the Honorable Lyle
4647 Larson on his outstanding public service and extend to him sincere
4748 best wishes as he embarks on the next exciting chapter of his life;
4849 and, be it further
4950 RESOLVED, That an official copy of this resolution be
5051 prepared for Representative Larson as an expression of high regard
5152 by the Texas House of Representatives.
