45 R E S O L U T I O N
56 WHEREAS, Karey W. Barton is retiring from the Texas
67 Comptroller of Public Accounts in 2021, drawing to a close a notable
78 career as a tax professional in the public and private sectors that
89 has spanned more than three and a half decades; and
910 WHEREAS, After attending San Antonio College, Mr. Barton
1011 earned his bachelor's degree in agricultural economics at Texas A&M
1112 University in 1984; the following year, he joined the Texas
1213 Comptroller's office, where over the next 14 years he rose through
1314 the ranks to hold several senior positions, including director and
1415 manager of tax policy; and
1516 WHEREAS, From February 2000 to November 2005, Mr. Barton was
1617 a partner at Barton Shoemate Consulting and provided state and
1718 local tax services to his clients; he returned to the public sector
1819 from November 2005 to May 2006 as tax director for the Texas Tax
1920 Reform Commission; he went on to work for a small tax consulting
2021 firm before becoming a director and principal at Ryan, a national
2122 tax consultancy, where he specialized in multistate income and
2223 franchise tax services, and from 2013 to 2014, he ran his own
2324 business, Barton State Tax Consulting and Legislative Analysis; and
2425 WHEREAS, Mr. Barton rejoined the Texas Comptroller's office
2526 in January 2015 as associate deputy comptroller for tax, and his
2627 responsibilities included tax policy, taxpayer assistance,
2728 auditing, enforcement, and criminal investigations; he also
2829 oversaw the processing of tax returns and payments, electronic
2930 filing, taxpayer account maintenance, and other functions; and
3031 WHEREAS, Engaged in his professional community, Mr. Barton
3132 is a popular speaker for the Institute for Professionals in
3233 Taxation, the Council on State Taxation, and seminars of the Texas
3334 Society of Certified Public Accountants; in 2020, he received the
3435 Harley T. Duncan Award of Leadership and Service from the
3536 Federation of Tax Administrators; and
3637 WHEREAS, Karey Barton's skill and dedication have greatly
3738 benefited his fellow Texans and earned him the respect and
3839 admiration of his peers, and he may indeed reflect with pride on a
3940 career well spent as he embarks upon the next exciting chapter of
4041 his life; now, therefore, be it
4142 RESOLVED, That the House of Representatives of the 87th Texas
4243 Legislature, 3rd Called Session, hereby congratulate Karey Barton
4344 on his retirement from the Texas Comptroller of Public Accounts and
4445 extend to him sincere best wishes for the future; and, be it further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for Mr. Barton as an expression of high regard by the Texas
4748 House of Representatives.
