5 | 6 | | WHEREAS, Karey W. Barton is retiring from the Texas |

6 | 7 | | Comptroller of Public Accounts in 2021, drawing to a close a notable |

7 | 8 | | career as a tax professional in the public and private sectors that |

8 | 9 | | has spanned more than three and a half decades; and |
---|
9 | 10 | | WHEREAS, After attending San Antonio College, Mr. Barton |
---|
10 | 11 | | earned his bachelor's degree in agricultural economics at Texas A&M |
---|
11 | 12 | | University in 1984; the following year, he joined the Texas |
---|
12 | 13 | | Comptroller's office, where over the next 14 years he rose through |
---|
13 | 14 | | the ranks to hold several senior positions, including director and |
---|
14 | 15 | | manager of tax policy; and |
---|
15 | 16 | | WHEREAS, From February 2000 to November 2005, Mr. Barton was |
---|
16 | 17 | | a partner at Barton Shoemate Consulting and provided state and |
---|
17 | 18 | | local tax services to his clients; he returned to the public sector |
---|
18 | 19 | | from November 2005 to May 2006 as tax director for the Texas Tax |
---|
19 | 20 | | Reform Commission; he went on to work for a small tax consulting |
---|
20 | 21 | | firm before becoming a director and principal at Ryan, a national |
---|
21 | 22 | | tax consultancy, where he specialized in multistate income and |
---|
22 | 23 | | franchise tax services, and from 2013 to 2014, he ran his own |
---|
23 | 24 | | business, Barton State Tax Consulting and Legislative Analysis; and |
---|
24 | 25 | | WHEREAS, Mr. Barton rejoined the Texas Comptroller's office |
---|
25 | 26 | | in January 2015 as associate deputy comptroller for tax, and his |
---|
26 | 27 | | responsibilities included tax policy, taxpayer assistance, |
---|
27 | 28 | | auditing, enforcement, and criminal investigations; he also |
---|
28 | 29 | | oversaw the processing of tax returns and payments, electronic |
---|
29 | 30 | | filing, taxpayer account maintenance, and other functions; and |
---|
30 | 31 | | WHEREAS, Engaged in his professional community, Mr. Barton |
---|
31 | 32 | | is a popular speaker for the Institute for Professionals in |
---|
32 | 33 | | Taxation, the Council on State Taxation, and seminars of the Texas |
---|
33 | 34 | | Society of Certified Public Accountants; in 2020, he received the |
---|
34 | 35 | | Harley T. Duncan Award of Leadership and Service from the |
---|
35 | 36 | | Federation of Tax Administrators; and |
---|
36 | 37 | | WHEREAS, Karey Barton's skill and dedication have greatly |
---|
37 | 38 | | benefited his fellow Texans and earned him the respect and |
---|
38 | 39 | | admiration of his peers, and he may indeed reflect with pride on a |
---|
39 | 40 | | career well spent as he embarks upon the next exciting chapter of |
---|
40 | 41 | | his life; now, therefore, be it |

41 | 42 | | RESOLVED, That the House of Representatives of the 87th Texas |

42 | 43 | | Legislature, 3rd Called Session, hereby congratulate Karey Barton |

43 | 44 | | on his retirement from the Texas Comptroller of Public Accounts and |

44 | 45 | | extend to him sincere best wishes for the future; and, be it further |
