| 8 | 9 | | WHEREAS, A native of Jasper, Mr. Payne was a four-year |

| 9 | 10 | | letterman in football and powerlifting at Jasper High School; after |

| 10 | 11 | | graduating in 1997, he played offensive guard for the Horned Frogs |

| 11 | 12 | | for four years under head coaches Pat Sullivan, Dennis Franchione, |

| 12 | 13 | | and Gary Patterson; with his superb blocking, he played an integral |

| 13 | 14 | | role in helping future pro football hall of famer LaDainian |

| 14 | 15 | | Tomlinson to become one of the nation's top collegiate running |

| 15 | 16 | | backs; as a senior in 2001, Mr. Payne earned All-Conference USA |

| 16 | 17 | | honors and was named the league's best blocker by Sporting News; and |

| 17 | 18 | | WHEREAS, One of six members of the 53rd hall of fame class, |

| 18 | 19 | | Mr. Payne currently resides in Keller, where he is vice president |

| 19 | 20 | | of specialty asset management in the oil and gas division at Bank of |

|---|
| 21 | 22 | | WHEREAS, Victor Payne's skill, dedication, and commitment to |

| 22 | 23 | | excellence helped further Texas Christian University's legacy of |

| 23 | 24 | | sports excellence, and he is indeed deserving of this prestigious |
