22 | 22 | | March 3, 2021, and ending January 1, 2023, due to the coronavirus |

24 | 24 | | (1) providing funding for surge staffing at state and |

25 | 25 | | local hospitals, long-term care facilities, psychiatric hospitals, |
---|
26 | 26 | | and nursing facilities; |
---|
27 | 27 | | (2) purchasing therapeutic drugs, including drugs for |
---|
28 | 28 | | monoclonal antibody treatments; and |
---|
29 | 29 | | (3) providing funding for the operation of regional |
---|
30 | 30 | | infusion centers. |
---|
31 | 31 | | (b) Notwithstanding Section 13.05, page IX-64, Chapter 1053 |
---|
32 | 32 | | (S.B. 1), Acts of the 87th Legislature, Regular Session, 2021 (the |
---|
33 | 33 | | General Appropriations Act), the Department of State Health |
---|
34 | 34 | | Services shall expend any Coronavirus State Fiscal Recovery Funds |
---|
35 | 35 | | freed-up as a result of reimbursements received by the Department |
---|
36 | 36 | | of State Health Services from the Federal Emergency Management |
---|
37 | 37 | | Agency related to expenditures paid from money appropriated under |
---|
38 | 38 | | Subsection (a) of this section only after prior approval of the |
---|
39 | 39 | | Legislative Budget Board. |
---|
40 | 40 | | B. Suspend House Rule 13, Section 9a (4) to allow the Conference |

57 | 57 | | the appropriations made under Subsection (a) of this section are |

59 | 59 | | (c) It is the intent of the legislature that the Department |
---|
60 | 60 | | of Criminal Justice consider the appropriations as a change in the |
---|
61 | 61 | | method of finance of the compensation to be paid to agency employees |
---|
62 | 62 | | and not as an increase in total appropriations to the agency. |
---|

69 | 69 | | Board from money received by this state from the Coronavirus State |

73 | 73 | | of supporting the operations and expansion of the Texas Child |

74 | 74 | | Mental Health Care Consortium to expand mental health initiatives |

75 | 75 | | for children, pregnant women, and women who are up to one year |

77 | 77 | | date of this Act. At the direction of the Texas Child Mental Health |

78 | 78 | | Care Consortium, the Higher Education Coordinating Board shall |

79 | 79 | | transfer appropriations through interagency contracts with |

80 | 80 | | health-related institutions of higher education for the following |
---|
81 | 81 | | purposes: |

82 | 82 | | (1) $20,578,442 for enhancements and expansion of the |

83 | 83 | | Child Psychiatry Access Network; |
---|
84 | 84 | | (2) $56,218,976 for enhancements and expansion of the |

85 | 85 | | Texas Child Access Through Telemedicine program; |
---|
86 | 86 | | (3) $32,991,791 for expansion of the child and |
---|
87 | 87 | | adolescent mental health workforce; and |

88 | 88 | | (4) $3,293,676 for administrative expenses. |

89 | 89 | | (b) Not later than December 1, 2021, out of money |
---|
90 | 90 | | appropriated by Subsection (a) of this section, the Higher |
---|
91 | 91 | | Education Coordinating Board shall transfer $3,293,676 to an |
---|
92 | 92 | | institution of higher education designated by the Texas Child |
---|
93 | 93 | | Mental Health Care Consortium for oversight and evaluation of the |
---|
94 | 94 | | outlined initiatives by means of interagency agreements or any |
---|
95 | 95 | | other necessary contracts. |
---|
96 | 96 | | (c) The Texas Child Mental Health Care Consortium may |
---|
97 | 97 | | transfer up to 10 percent of money appropriated for the purposes |
---|
98 | 98 | | described by Subsection (a)(1), (2), or (3) of this section to any |
---|
99 | 99 | | of the other purposes described by those provisions. The Texas |
---|
100 | 100 | | Child Mental Health Care Consortium may transfer more than 10 |
---|
101 | 101 | | percent of funds for those purposes only with the prior approval for |
---|
102 | 102 | | the transfer and expenditure from the Legislative Budget Board. A |
---|
103 | 103 | | request for approval of the transfer and expenditure by the |
---|
104 | 104 | | consortium is considered approved unless the Legislative Budget |
---|
105 | 105 | | Board issues a written disapproval within 10 business days of the |
---|
106 | 106 | | receipt and review of the request by the Legislative Budget Board. |
---|
107 | 107 | | (d) Out of money appropriated by Subsection (a) of this |
---|
108 | 108 | | section, the Texas Child Mental Health Care Consortium may enhance |
---|
109 | 109 | | the Child Psychiatry Access Network to improve perinatal mental |

227 | 227 | | (b) It is the intent of the legislature that the Health and |
---|
228 | 228 | | Human Services Commission prioritize grants to grantees that comply |
---|
229 | 229 | | with the reporting requirements prescribed by Rider 143 (Health and |
---|
230 | 230 | | Human Services Commission), Chapter 1053 (S.B. 1), Acts of the 87th |
---|
231 | 231 | | Legislature, Regular Session, 2021 (the General Appropriations |
---|
232 | 232 | | Act), the reporting requirements established by Chapter 588 (S.B. |
---|
233 | 233 | | 809), Acts of the 87th Legislature, 2021, or equivalent reporting |
---|
234 | 234 | | requirements established by the Health and Human Services |
---|
235 | 235 | | Commission. |
---|
236 | 236 | | (c) Annually, the Health and Human Services Commission |
---|
237 | 237 | | shall report to the Legislative Budget Board the grants awarded |
---|
238 | 238 | | under this section. The report must include, for the year covered |
---|
239 | 239 | | by the report, the amount of grants awarded, the award recipients, |
---|
240 | 240 | | and the total amount of each grant used by the recipient. The |

241 | 241 | | report must be submitted to the Legislative Budget Board not later |

243 | 243 | | (d) Of the amount appropriated under Subsection (a) of this |
