45 R E S O L U T I O N
56 WHEREAS, Patricia Harlow Pangburn of Irving passed away on
67 September 17, 2021, at the age of 77, following more than 30 years
78 of showing cancer who was the more determined fighter; and
89 WHEREAS, Born on May 4, 1944, the former Pat Harlow spent her
910 early childhood in Alton, Illinois; she attended high school in
1011 North Texas and quickly set about making state politics more fair
1112 and more fun; a staunch Democrat, she brought to countless
1213 campaigns both iron-willed idealism and formidable skill as a
1314 fundraiser and street-smart strategist; she took on the powerful
1415 with gusto and relished opportunities to facilitate the rise of
1516 women in Texas Democratic politics; in 1990, she played a key role
1617 in the successful gubernatorial run of Ann Richards, who later
1718 appointed her chair of the Texas Racing Commission; while
1819 recognizing the impact of public policy, she also found politics
1920 wildly amusing and loved to laugh at the foibles of its
2021 practitioners, whether her opponents or herself; and
2122 WHEREAS, She met her future husband, Dr. Howard Pangburn,
2223 when she was a college student seeking a quick filling at the dental
2324 school; they married in 1967 and lived in Turkey during his military
2425 service; after settling in Southlake and then Irving, Ms. Pangburn
2526 raised two children, Leslie and Brent, in between political battles
2627 and sudden skirmishes with ideological adversaries; every year, she
2728 and her husband reprised their first date at the opening day of the
2829 Texas State Fair; she eventually became the proud grandmother of
2930 Carson and Addison, and when not vacationing with them, she loved
3031 sending them silly videos and having long FaceTime chats; endowed
3132 with remarkable people skills, she cultivated an ever-widening
3233 circle of friends, among them the members of the Pat PAC, a rowdy
3334 lunch and politics group known for its ability to empty nearby
3435 restaurant tables; she knew everything about everyone and delighted
3536 in connecting like-minded individuals, as well as helping friends,
3637 neighbors, and even casual acquaintances through failed romances,
3738 family feuds, professional disasters, and personal crises; in
3839 addition, she doted on her many pets, including H. Ross Parrot,
3940 taught to do a memorable impression of his namesake, and Motts III,
4041 an adored and adoring Bouvier des Flandres; and
4142 WHEREAS, Pat Pangburn worked tirelessly to make the world a
4243 better place while brightening the days of all who knew her, and
4344 they will forever treasure their memories of time spent in her
4445 company; now, therefore, be it
4546 RESOLVED, That the House of Representatives of the 87th Texas
4647 Legislature, 3rd Called Session, hereby pay tribute to the life of
4748 Patricia Harlow Pangburn and extend sincere sympathy to her loved
4849 ones; and, be it further
4950 RESOLVED, That an official copy of this resolution be
5051 prepared for her family and that when the Texas House of
5152 Representatives adjourns this day, it do so in memory of Pat
5253 Pangburn.
