| 5 | 6 | | WHEREAS, Patricia Harlow Pangburn of Irving passed away on |

| 6 | 7 | | September 17, 2021, at the age of 77, following more than 30 years |

| 8 | 9 | | WHEREAS, Born on May 4, 1944, the former Pat Harlow spent her |

| 9 | 10 | | early childhood in Alton, Illinois; she attended high school in |
|---|
| 10 | 11 | | North Texas and quickly set about making state politics more fair |
|---|
| 11 | 12 | | and more fun; a staunch Democrat, she brought to countless |
|---|
| 12 | 13 | | campaigns both iron-willed idealism and formidable skill as a |
|---|
| 13 | 14 | | fundraiser and street-smart strategist; she took on the powerful |
|---|
| 14 | 15 | | with gusto and relished opportunities to facilitate the rise of |
|---|
| 15 | 16 | | women in Texas Democratic politics; in 1990, she played a key role |
|---|
| 16 | 17 | | in the successful gubernatorial run of Ann Richards, who later |
|---|
| 17 | 18 | | appointed her chair of the Texas Racing Commission; while |
|---|
| 18 | 19 | | recognizing the impact of public policy, she also found politics |

| 19 | 20 | | wildly amusing and loved to laugh at the foibles of its |

| 20 | 21 | | practitioners, whether her opponents or herself; and |

| 21 | 22 | | WHEREAS, She met her future husband, Dr. Howard Pangburn, |

| 22 | 23 | | when she was a college student seeking a quick filling at the dental |

| 23 | 24 | | school; they married in 1967 and lived in Turkey during his military |

| 24 | 25 | | service; after settling in Southlake and then Irving, Ms. Pangburn |

| 25 | 26 | | raised two children, Leslie and Brent, in between political battles |

| 26 | 27 | | and sudden skirmishes with ideological adversaries; every year, she |

| 27 | 28 | | and her husband reprised their first date at the opening day of the |

| 28 | 29 | | Texas State Fair; she eventually became the proud grandmother of |

| 29 | 30 | | Carson and Addison, and when not vacationing with them, she loved |

| 30 | 31 | | sending them silly videos and having long FaceTime chats; endowed |

| 31 | 32 | | with remarkable people skills, she cultivated an ever-widening |

| 32 | 33 | | circle of friends, among them the members of the Pat PAC, a rowdy |

| 33 | 34 | | lunch and politics group known for its ability to empty nearby |

| 34 | 35 | | restaurant tables; she knew everything about everyone and delighted |

| 35 | 36 | | in connecting like-minded individuals, as well as helping friends, |

| 38 | 39 | | addition, she doted on her many pets, including H. Ross Parrot, |

| 39 | 40 | | taught to do a memorable impression of his namesake, and Motts III, |

| 40 | 41 | | an adored and adoring Bouvier des Flandres; and |

| 41 | 42 | | WHEREAS, Pat Pangburn worked tirelessly to make the world a |

| 42 | 43 | | better place while brightening the days of all who knew her, and |

| 43 | 44 | | they will forever treasure their memories of time spent in her |

| 44 | 45 | | company; now, therefore, be it |

| 45 | 46 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 46 | 47 | | Legislature, 3rd Called Session, hereby pay tribute to the life of |
