5 | 6 | | WHEREAS, Caroline Runge retired from the Menard County |

6 | 7 | | Underground Water District and the Menard County Water Control and |

7 | 8 | | Improvement District in 2019, drawing to a close many years of |

8 | 9 | | dedicated service; and |
---|
9 | 10 | | WHEREAS, A native of Presidio County, Caroline Runge earned |
---|
10 | 11 | | her juris doctor degree from the University of Mississippi School |
---|
11 | 12 | | of Law in 1981; she went on to practice law in the states of |
---|
12 | 13 | | Mississippi and New Mexico, and while in New Mexico, she primarily |
---|
13 | 14 | | provided counsel on water rights issues; from 1994 to 1995, she |
---|
14 | 15 | | furthered her studies in the Water Resources Administration program |
---|
15 | 16 | | at the University of New Mexico; and |
---|
16 | 17 | | WHEREAS, In 1999, Ms. Runge was named general manager of the |
---|
17 | 18 | | Menard County Underground Water District; she held that position |
---|
18 | 19 | | for more than a decade and continued serving as its consulting |
---|
19 | 20 | | manager for another eight years; during her tenure, she was |
---|
20 | 21 | | involved in the establishment of a water level monitoring network, |
---|
21 | 22 | | and she helped promote the conservation of groundwater in Menard |
---|
22 | 23 | | County; she was also instrumental to the creation of Groundwater |
---|
23 | 24 | | Management Area 7; and |
---|
24 | 25 | | WHEREAS, Ms. Runge served as general manager of the Menard |
---|
25 | 26 | | County Water Control and Improvement District from 2001 to 2019, |
---|
26 | 27 | | during which time she worked to protect water rights in the interest |
---|
27 | 28 | | of Menard County farmers and to educate area residents on surface |
---|
28 | 29 | | water management; she served as a liaison between landowners and |
---|
29 | 30 | | the Texas Commission on Environmental Quality, and she also |
---|
30 | 31 | | collaborated with researchers to help advance their knowledge of |
---|
31 | 32 | | the flora and fauna of the San Saba River area; and |
---|
32 | 33 | | WHEREAS, In addition to her work for Menard County, Ms. Runge |
---|
33 | 34 | | has shared her expertise as a consultant to the Hickory Underground |
---|
34 | 35 | | Water Conservation District, as an environmental representative on |
---|
35 | 36 | | the Region F Regional Water Planning Group, as a legislative |
---|
36 | 37 | | co-liaison for the West Texas Regional Groundwater Management |
---|
37 | 38 | | Alliance, and as a board member for the Trans-Pecos Water and Land |
---|
38 | 39 | | Trust; and |
---|
39 | 40 | | WHEREAS, Through her hard work, skill, and professionalism, |
---|
40 | 41 | | Caroline Runge made vital contributions to the stewardship of |
---|
41 | 42 | | Menard County's precious water resources, and she may indeed |
---|
42 | 43 | | reflect with pride on all that she accomplished for her fellow |
---|
43 | 44 | | Texans; now, therefore, be it |

44 | 45 | | RESOLVED, That the House of Representatives of the 87th Texas |

45 | 46 | | Legislature, 3rd Called Session, hereby honor Caroline Runge for |
---|
46 | 47 | | her many years of service to the Menard County Underground Water |

47 | 48 | | District and the Menard County Water Control and Improvement |

48 | 49 | | District and extend to her sincere best wishes for the future; and, |
