45 R E S O L U T I O N
56 WHEREAS, The life of a legendary University of Texas football
67 player drew to a close with the passing of Bobby Lee Lackey of
78 Weslaco on September 2, 2021, at the age of 83; and
89 WHEREAS, Bobby Lackey was born on October 14, 1937, to
910 Charles and Rosie Lackey; he grew up in Weslaco, where he was an
1011 all-state signal caller for the high school football team, leading
1112 the Panthers to the state semifinals in 1955; he was also all-state
1213 in basketball and excelled on the baseball diamond as well; and
1314 WHEREAS, Continuing his gridiron career at The University of
1415 Texas at Austin, Mr. Lackey started at quarterback under head coach
1516 Darrell Royal; in 1958, he was the hero in a dramatic 15-14 victory
1617 over the University of Oklahoma, throwing the tying touchdown pass,
1718 kicking the go-ahead extra point, and sealing the outcome with an
1819 interception on the Sooners' final drive that snapped their
1920 six-game winning streak over UT; still in uniform after the game, he
2021 was photographed with his wife, the former Judy McManus, and the
2122 image later graced the cover of Sports Illustrated; the following
2223 season, he sparked UT to a share of the Southwest Conference crown;
2324 and
2425 WHEREAS, In 1960, Mr. Lackey signed with the Pittsburgh
2526 Steelers, though he ultimately opted not to play professionally; he
2627 returned home to South Texas, where he and Mrs. Lackey began
2728 raising their family; he embarked on a business career, working for
2829 his father-in-law at the J. S. McManus Produce Company, which he
2930 eventually owned and operated; he also presided over the Texas
3031 Fruit and Vegetable Association, held a longtime seat on the
3132 Freeport-McMoRan board, and opened the Lackey-Fisher Chevrolet
3233 dealership with his brother Joe; he retired in 2001; and
3334 WHEREAS, A prominent figure in the community, Mr. Lackey
3435 served on the Weslaco City Council and the Weslaco Independent
3536 School District board, which named its gymnasium and football
3637 stadium in his honor; he was recognized as the Man of the Year in
3738 Weslaco, and he was inducted into the Texas Athletics Hall of Honor,
3839 the Rio Grande Valley Sports Hall of Fame, and the Texas High School
3940 Football Hall of Fame; and
4041 WHEREAS, Mr. and Mrs. Lackey shared a rewarding marriage
4142 that spanned 63 years until her death in 2020; Mr. Lackey took great
4243 pride in his children, John, Lissa, and Mindy, and in his 9
4344 grandchildren and 11 great-grandchildren; and
4445 WHEREAS, Bobby Lackey distinguished himself as a gifted
4546 athlete, an accomplished business and civic leader, and a devoted
4647 family man, and his achievements will be admired for many years to
4748 come; now, therefore, be it
4849 RESOLVED, That the House of Representatives of the 87th Texas
4950 Legislature, 3rd Called Session, hereby pay tribute to the memory
5051 of Bobby Lee Lackey and extend heartfelt sympathy to all who mourn
5152 his passing; and, be it further
5253 RESOLVED, That an official copy of this resolution be
5354 prepared for his family and that when the Texas House of
5455 Representatives adjourns this day, it do so in memory of Bobby
5556 Lackey.
