55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to an appropriation of certain federal coronavirus relief
88 money for paying down the state's unemployment insurance debt.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. APPROPRIATION: UNEMPLOYMENT COMPENSATION FUND.
1111 For the two-year period beginning on the effective date of this Act,
1212 the amount of $7,245,419,946 is appropriated to the comptroller of
1313 public accounts from money received by this state from the
1414 Coronavirus State Fiscal Recovery Fund (42 U.S.C. Section 802)
1515 established under the American Rescue Plan Act of 2021 (Pub. L.
1616 No. 117-2) and deposited to the credit of the Coronavirus Relief
1717 Fund No. 325, for deposit to the credit of the unemployment
1818 compensation fund under Section 203.021, Labor Code, for the
1919 purpose of paying back outstanding advances received by this state
2020 under Section 1201, Social Security Act (42 U.S.C. Section 1321),
2121 and returning the unemployment compensation fund to the statutory
2222 floor computed under Section 204.061, Labor Code, on October 1,
2323 2021, as reimbursement for payments made as a result of the
2424 coronavirus disease pandemic.
2525 SECTION 2. EFFECTIVE DATE. This Act takes effect
2626 immediately if it receives a vote of two-thirds of all the members
2727 elected to each house, as provided by Section 39, Article III, Texas
2828 Constitution. If this Act does not receive the vote necessary for
2929 immediate effect, this Act takes effect on the 91st day after the
3030 last day of the legislative session.
