| 6 | 6 | | relating to the establishment of a legal clinic operated by a public |

| 7 | 7 | | law school in the Rio Grande Valley. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter B, Chapter 86, Education Code, is |
|---|
| 10 | 10 | | amended by adding Section 86.17 to read as follows: |
|---|
| 11 | 11 | | Sec. 86.17. TEXAS A&M UNIVERSITY RIO GRANDE VALLEY LEGAL |
|---|
| 12 | 12 | | CLINIC. (a) The Texas A&M University System may conduct and |
|---|
| 13 | 13 | | maintain a legal clinic through Texas A&M University School of Law |
|---|
| 14 | 14 | | in Cameron County or Hidalgo County as a unit of the system in the |
|---|
| 15 | 15 | | manner considered expedient and advisable by the board. |
|---|
| 16 | 16 | | (b) The board may accept and administer gifts and grants |
|---|
| 17 | 17 | | from any public or private person or entity for the use and benefit |
|---|
| 18 | 18 | | of the legal clinic. Notwithstanding any other provision of this |
|---|
| 19 | 19 | | section, the establishment of a legal clinic under this section is |
|---|
| 20 | 20 | | subject to the availability of funds through appropriation or from |
|---|
| 21 | 21 | | another source. |
|---|
| 22 | 22 | | SECTION 2. For the purposes of Sections 61.0905 and 86.17, |
|---|
| 23 | 23 | | Education Code, as added by this Act, no state funds may be |
|---|
| 24 | 24 | | appropriated for a state fiscal biennium ending on or before August |
|---|
| 25 | 25 | | 31, 2027. |
|---|
| 26 | 26 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 27 | 27 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 28 | 28 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 29 | 29 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 30 | 30 | | Act takes effect on the 91st day after the last day of the |
|---|
| 31 | 31 | | legislative session. |
