9 | 10 | | WHEREAS, Robert Ynclan was born on June 1, 1958, in Dilley, |

10 | 11 | | Texas; he was raised on a ranch in Cotulla, and he later moved |

11 | 12 | | with his family to the Lyndon B. Johnson Ranch in Stonewall, |
---|
12 | 13 | | where his father worked; he excelled in high school basketball |
---|
13 | 14 | | and was offered athletic scholarships to colleges, yet his time |
---|
14 | 15 | | watching members of the Secret Service protect a United States |
---|
15 | 16 | | president inspired him to turn down the scholarships and instead |
---|
16 | 17 | | to pursue a path in law enforcement; and |
---|
17 | 18 | | WHEREAS, Robert served with distinction as a state trooper |
---|
18 | 19 | | for the Texas Department of Public Safety for many years; after |
---|
19 | 20 | | his retirement, he went on to be elected as the first Latino |
---|
20 | 21 | | sheriff of Gonzales County, and he earned a reputation for |
---|
21 | 22 | | excellence as a public servant through his principled devotion to |
---|
22 | 23 | | duty and his commitment to serving on behalf of all citizens; and |
---|
23 | 24 | | WHEREAS, Robert shared a loving marriage with his best |
---|
24 | 25 | | friend and true love, Cynthia Ynclan, and together they raised |
---|
25 | 26 | | three children, Marrisa, Jaime, and Marco Ynclan, by loving |
---|
26 | 27 | | spiritual example; he delighted in supporting his children in all |
---|
27 | 28 | | their endeavors, and his three grandchildren were a source of |
---|
28 | 29 | | great pride for him; and |
---|
29 | 30 | | WHEREAS, Robert Ynclan was a man of fierce loyalty to |
---|
30 | 31 | | friends, colleagues, and loved ones, and he was a treasured |
---|
31 | 32 | | member of Two Rivers Bible Church; he touched the lives of |
---|
32 | 33 | | thousands through his soft-spoken wisdom, his fair but firm |
---|
33 | 34 | | attitude as a lawman, and his remarkable sense of humor, and he |
---|
34 | 35 | | will long be remembered with respect and admiration by all who |
---|
35 | 36 | | were privileged to share in his life; now, therefore, be it |
---|
36 | 37 | | RESOLVED, That the Senate of the State of Texas, 87th |

37 | 38 | | Legislature, 3rd Called Session, hereby extend sincere |

38 | 39 | | condolences to the bereaved family of Sheriff Robert Carlos |
