5+ SENATE RESOLUTION
56 WHEREAS, The Senate of the State of Texas joins the
67 citizens of Gonzales County in mourning the loss of Sheriff
78 Robert Carlos Ynclan, who died September 5, 2021, at the age of
89 63; and
910 WHEREAS, Robert Ynclan was born on June 1, 1958, in Dilley,
1011 Texas; he was raised on a ranch in Cotulla, and he later moved
1112 with his family to the Lyndon B. Johnson Ranch in Stonewall,
1213 where his father worked; he excelled in high school basketball
1314 and was offered athletic scholarships to colleges, yet his time
1415 watching members of the Secret Service protect a United States
1516 president inspired him to turn down the scholarships and instead
1617 to pursue a path in law enforcement; and
1718 WHEREAS, Robert served with distinction as a state trooper
1819 for the Texas Department of Public Safety for many years; after
1920 his retirement, he went on to be elected as the first Latino
2021 sheriff of Gonzales County, and he earned a reputation for
2122 excellence as a public servant through his principled devotion to
2223 duty and his commitment to serving on behalf of all citizens; and
2324 WHEREAS, Robert shared a loving marriage with his best
2425 friend and true love, Cynthia Ynclan, and together they raised
2526 three children, Marrisa, Jaime, and Marco Ynclan, by loving
2627 spiritual example; he delighted in supporting his children in all
2728 their endeavors, and his three grandchildren were a source of
2829 great pride for him; and
2930 WHEREAS, Robert Ynclan was a man of fierce loyalty to
3031 friends, colleagues, and loved ones, and he was a treasured
3132 member of Two Rivers Bible Church; he touched the lives of
3233 thousands through his soft-spoken wisdom, his fair but firm
3334 attitude as a lawman, and his remarkable sense of humor, and he
3435 will long be remembered with respect and admiration by all who
3536 were privileged to share in his life; now, therefore, be it
3637 RESOLVED, That the Senate of the State of Texas, 87th
3738 Legislature, 3rd Called Session, hereby extend sincere
3839 condolences to the bereaved family of Sheriff Robert Carlos
3940 Ynclan; and, be it further
4041 RESOLVED, That a copy of this Resolution be prepared for
4142 his family as an expression of deepest sympathy from the Texas
4243 Senate and that when the Senate adjourns this day, it do so in
4344 memory of Robert Ynclan.
