55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Frances Tarlton "Sissy" Farenthold, who
77 died September 26, 2021, at the age of 94; and
88 WHEREAS, A legendary activist, educator, and leader for
99 social justice, Sissy Farenthold was born in Corpus Christi on
1010 October 2, 1926; she attended Corpus Christi High School and
1111 graduated from The Hockaday School; she went on to earn a degree
1212 from Vassar College at the age of 19 and a degree from The
1313 University of Texas School of Law at the age of 22; and
1414 WHEREAS, Sissy began a long career in public service and
1515 civil rights advocacy by accepting a number of appointments to
1616 various humanitarian service organizations and commissions; she
1717 served as director of Nueces County Legal Aid, and in 1968, she
1818 was elected as the only woman to serve in the Texas House of
1919 Representatives; she gained widespread support for her
2020 sponsorship of the Texas Equal Rights Amendment and for her
2121 tireless pursuit of justice during the investigation of the
2222 Sharpstown Scandal; and
2323 WHEREAS, Sissy gained national recognition when she was
2424 tapped as a potential vice presidential running mate for George
2525 McGovern at the 1972 Democratic National Convention and was the
2626 first woman whose nomination for the position was brought to a
2727 floor vote; she continued a path of trailblazing leadership in
2828 her roles as the first chair of the National Women's Political
2929 Caucus and as the first woman president of Wells College; she
3030 served as a professor at the Thurgood Marshall School of Law, and
3131 she taught one of the nation's first classes on sex-based
3232 discrimination as a professor at the University of Houston; and
3333 WHEREAS, An esteemed figure in international activism,
3434 Sissy was a member of the Helsinki Watch Committee Board of
3535 Directors, and she helped lead protests against nuclear
3636 proliferation and against apartheid in South Africa; she played a
3737 key role in the Third United Nations Conference for Women, and
3838 she participated in peace-keeping missions throughout Central
3939 America, Asia, and the Middle East; and
4040 WHEREAS, Sissy gave generously of her time and resources to
4141 charitable and cultural organizations; the Frances Tarlton
4242 "Sissy" Farenthold Endowed Lecture Series in Peace, Social
4343 Justice, and Human Rights is presented each year by the Rapoport
4444 Center and the Rothko Chapel to honor and reflect on her 60 years
4545 of activism and humanitarian service; and
4646 WHEREAS, Sissy married George Edward Farenthold in 1950,
4747 and they were blessed with five children; her three grandchildren
4848 and three great-grandchildren were a source of pride and joy for
4949 her; and
5050 WHEREAS, A truly beloved Texan, Sissy Farenthold was a
5151 tireless voice for the vulnerable and underserved, and she was a
5252 source of strength to others through her compassion and her work
5353 to bring about equal justice for all; she leaves behind a legacy
5454 of service that will continue to inspire citizens long into the
5555 future; now, therefore, be it
5656 RESOLVED, That the Senate of the State of Texas, 87th
5757 Legislature, 3rd Called Session, hereby extend sincere
5858 condolences to the bereaved family of Frances Tarlton
5959 Farenthold; and, be it further
6060 RESOLVED, That a copy of this Resolution be prepared for
6161 her family as an expression of deepest sympathy from the Texas
6262 Senate and that when the Senate adjourns this day, it do so in
6363 memory of Sissy Farenthold.
