| 2 | 2 | | WHEREAS, The Senate of the State of Texas is honored to |

| 3 | 3 | | recognize the residents of Dove Springs and their efforts to |
|---|
| 4 | 4 | | create political change following the events of the Dove Springs |
|---|
| 5 | 5 | | flood; and |
|---|
| 6 | 6 | | WHEREAS, In the fall of 2013, Austin and Travis County |
|---|
| 7 | 7 | | declared a state of disaster after a flood caused damage to 600 |
|---|
| 8 | 8 | | homes and destroyed at least 37 others; this terrible tragedy hit |
|---|
| 9 | 9 | | the South Austin community of Dove Springs especially hard and |
|---|
| 10 | 10 | | left hundreds of individuals and families in need of short-term |
|---|
| 11 | 11 | | and long-term financial assistance; and |
|---|
| 12 | 12 | | WHEREAS, A variety of bad actor real estate groups took |
|---|
| 13 | 13 | | advantage of loopholes in existing statute in order to prey on |
|---|
| 14 | 14 | | Dove Springs residents looking for economic assistance; these |
|---|
| 15 | 15 | | actors engaged in widespread mortgage fraud that led to permanent |
|---|
| 16 | 16 | | loss of residency for many citizens impacted by the flood; and |
|---|
| 17 | 17 | | WHEREAS, Community leaders in South Austin fought |
|---|
| 18 | 18 | | diligently to create legal and structural change that would |
|---|
| 19 | 19 | | prevent further instances of mortgage fraud and land interest |
|---|
| 20 | 20 | | deception; due to their passion to address the critical lack of |
|---|
| 21 | 21 | | affordable housing, the 87th Legislature passed Senate Bill 43, |
|---|
| 22 | 22 | | which amended current residential mortgage loan law and closed |
|---|
| 23 | 23 | | loopholes that disenfranchise property owners; and |
|---|
| 24 | 24 | | WHEREAS, The Dove Springs community deserves the highest |
|---|
| 25 | 25 | | recognition for its efforts to preserve the safety and security |
|---|
| 26 | 26 | | of neighborhood residents; now, therefore, be it |
|---|
| 27 | 27 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 28 | 28 | | Legislature, 3rd Called Session, hereby commend the community |
|---|
| 29 | 29 | | members of Dove Springs for their devotion to justice and the |
|---|
| 30 | 30 | | well-being of their neighborhood; and, be it further |
|---|
| 31 | 31 | | RESOLVED, That a copy of this Resolution be prepared as an |

| 32 | 32 | | expression of esteem from the Texas Senate. |
