| 2 | 2 | | WHEREAS, Tom Mullins, former president and CEO of the Tyler |

| 3 | 3 | | Economic Development Council and the Tyler Area Chamber of |

| 4 | 4 | | Commerce, is being presented with the Distinguished Citizen Good |

| 5 | 5 | | Turn Award by the Boy Scouts of America's East Texas Area Council |

| 6 | 6 | | on December 7, 2021; and |
|---|
| 7 | 7 | | WHEREAS, After previously serving as president of the |
|---|
| 8 | 8 | | Minnesota Industrial Development Council, Tom Mullins became |
|---|
| 9 | 9 | | head of the Tyler Economic Development Council in 1989; he took |
|---|
| 10 | 10 | | the helm of the Tyler Area Chamber of Commerce in 1992, and from |
|---|
| 11 | 11 | | 1992 to 1993, he concurrently led the Northeast Texas Economic |
|---|
| 12 | 12 | | Development Council, which is composed of economic development |
|---|
| 13 | 13 | | professionals from a 23-county region; in 2002, he had the honor |
|---|
| 14 | 14 | | of being appointed to then-Governor Rick Perry's Council on |
|---|
| 15 | 15 | | Science and Biotechnology Development, and from 2004 to 2005, he |
|---|
| 16 | 16 | | chaired the board of the Texas Economic Development Council; he |
|---|
| 17 | 17 | | retired from his positions with the Tyler EDC and the chamber in |
|---|
| 18 | 18 | | 2020; and |
|---|
| 19 | 19 | | WHEREAS, While being a driving force in efforts to |
|---|
| 20 | 20 | | diversify the local economy, Mr. Mullins has also demonstrated a |
|---|
| 21 | 21 | | steadfast commitment to education and youth development in |
|---|
| 22 | 22 | | Tyler; his interest in promoting educational opportunities has |
|---|
| 23 | 23 | | led him to support the growth of The University of Texas at Tyler |
|---|
| 24 | 24 | | and Tyler Junior College, which in turn has helped ensure that |
|---|
| 25 | 25 | | the city has had the workforce needed to meet the challenges of |
|---|
| 26 | 26 | | the future; and |
|---|
| 27 | 27 | | WHEREAS, Over the past three decades, Tom Mullins has |
|---|
| 28 | 28 | | personified the qualities of character and good citizenship that |
|---|
| 29 | 29 | | are championed by the Boy Scouts of America, and he may indeed |
|---|
| 30 | 30 | | take pride in all that he has accomplished in behalf of his |
|---|
| 31 | 31 | | community as he accepts this well-deserved honor; now, |
|---|
| 32 | 32 | | therefore, be it |
|---|
| 33 | 33 | | RESOLVED, That the Senate of the State of Texas, 87th |
|---|
| 34 | 34 | | Legislature, 3rd Called Session, hereby congratulate Tom Mullins |
|---|
| 35 | 35 | | on his receipt of the Distinguished Citizen Good Turn Award from |
|---|
| 36 | 36 | | the Boy Scouts of America's East Texas Area Council and extend to |
|---|
| 37 | 37 | | him sincere best wishes for the future; and, be it further |
