| 7 | 7 | | (ARPA) provides $195 billion in funding to states to mitigate the |

| 8 | 8 | | economic impact of COVID-19; and |
|---|
| 9 | 9 | | WHEREAS, From the state's share of ARPA funding, the Texas |
|---|
| 10 | 10 | | Legislature has appropriated $16.3 billion to address statewide |
|---|
| 11 | 11 | | needs that are essential to recovery from the pandemic, such as |
|---|
| 12 | 12 | | unemployment compensation, infrastructure, education, health |
|---|
| 13 | 13 | | care, nutrition, and emergency management; and |
|---|
| 14 | 14 | | WHEREAS, These appropriations, made under Senate Bill 8, |
|---|
| 15 | 15 | | 87th Legislature, 3rd Called Session, include $7.2 billion to |
|---|
| 16 | 16 | | reimburse the unemployment compensation fund, $500 million for |
|---|
| 17 | 17 | | broadband infrastructure, $237 million to complete the |
|---|
| 18 | 18 | | construction of a state hospital in Dallas, $2.5 billion for |
|---|
| 19 | 19 | | hospital surge staffing, and $100 million for food banks and |
|---|
| 20 | 20 | | home-delivered meals; and |
|---|
| 21 | 21 | | WHEREAS, Senate Bill 8 also provides $160 million for |
|---|
| 22 | 22 | | crime victims assistance, $200 million for cybersecurity, and |
|---|
| 23 | 23 | | $325 million for university construction; and |
|---|
| 24 | 24 | | WHEREAS, The legislature has additionally appropriated |
|---|
| 25 | 25 | | from ARPA funds $300 million to build a state operations center |
|---|
| 26 | 26 | | for emergency management, $113 million to provide mental health |
|---|
| 27 | 27 | | services for children and families, and $286 million to the |
|---|
| 28 | 28 | | Teacher Retirement System for insurance claims related to the |
|---|
| 29 | 29 | | pandemic; and |

| 30 | 30 | | WHEREAS, President Joe Biden and Vice President Kamala |

| 31 | 31 | | Harris provided pivotal leadership in encouraging bipartisanship |

| 32 | 32 | | in the United States Congress in its enactment of this landmark |

| 33 | 33 | | legislation; now, therefore, be it |

| 34 | 34 | | RESOLVED, That the Senate of the State of Texas, 87th |
