55 SENATE RESOLUTION
66 WHEREAS, The federal American Rescue Plan Act of 2021
77 (ARPA) provides $195 billion in funding to states to mitigate the
88 economic impact of COVID-19; and
99 WHEREAS, From the state's share of ARPA funding, the Texas
1010 Legislature has appropriated $16.3 billion to address statewide
1111 needs that are essential to recovery from the pandemic, such as
1212 unemployment compensation, infrastructure, education, health
1313 care, nutrition, and emergency management; and
1414 WHEREAS, These appropriations, made under Senate Bill 8,
1515 87th Legislature, 3rd Called Session, include $7.2 billion to
1616 reimburse the unemployment compensation fund, $500 million for
1717 broadband infrastructure, $237 million to complete the
1818 construction of a state hospital in Dallas, $2.5 billion for
1919 hospital surge staffing, and $100 million for food banks and
2020 home-delivered meals; and
2121 WHEREAS, Senate Bill 8 also provides $160 million for
2222 crime victims assistance, $200 million for cybersecurity, and
2323 $325 million for university construction; and
2424 WHEREAS, The legislature has additionally appropriated
2525 from ARPA funds $300 million to build a state operations center
2626 for emergency management, $113 million to provide mental health
2727 services for children and families, and $286 million to the
2828 Teacher Retirement System for insurance claims related to the
2929 pandemic; and
3030 WHEREAS, President Joe Biden and Vice President Kamala
3131 Harris provided pivotal leadership in encouraging bipartisanship
3232 in the United States Congress in its enactment of this landmark
3333 legislation; now, therefore, be it
3434 RESOLVED, That the Senate of the State of Texas, 87th
3535 Legislature, 3rd Called Session, hereby extend its deepest and
3636 most profound gratitude to President Biden and Vice President
3737 Harris for their work in providing crucial ARPA funding to the
3838 state.
