| 7 | 7 | | relating to the submission of certain reports to the legislature by |

| 8 | 8 | | the governor regarding a declared state of disaster. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 418, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 418.027 to read as follows: |
|---|
| 12 | 12 | | Sec. 418.027. REPORT TO LEGISLATURE. Not later than the |
|---|
| 13 | 13 | | 30th day after the date the governor issues an executive order or |
|---|
| 14 | 14 | | proclamation declaring or renewing a state of disaster under |
|---|
| 15 | 15 | | Section 418.014, the governor shall submit to the legislature a |
|---|
| 16 | 16 | | report detailing: |
|---|
| 17 | 17 | | (1) all expenditures relating to contracts entered |
|---|
| 18 | 18 | | into without complying with competitive bidding procedures during |
|---|
| 19 | 19 | | the declared state of disaster; and |
|---|
| 20 | 20 | | (2) all federal money received in response to the |
|---|
| 21 | 21 | | declared state of disaster, any expenditure or expenditure plan |
|---|
| 22 | 22 | | required by a federal program for the federal money, each state |
|---|
| 23 | 23 | | agency or program receiving federal money, and any state money |
|---|
| 24 | 24 | | required to match the federal money. |
|---|
| 25 | 25 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 26 | 26 | | an executive order or proclamation issued or renewed under Section |
|---|
| 27 | 27 | | 418.014, Government Code, on or after the effective date of this |
|---|
| 28 | 28 | | Act. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2023. |
