66 AN ACT
77 relating to a study by the Legislative Budget Board on the cost of
88 providing paid family leave to state employees.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. PAID FAMILY LEAVE FOR STATE EMPLOYEES STUDY. (a)
1111 In this section:
1212 (1) "Family leave" means leave taken by a state
1313 employee for a reason described by Section 661.024(a), Government
1414 Code.
1515 (2) "State agency" and "state officer" have the
1616 meanings assigned by Section 661.001, Government Code.
1717 (3) "State employee" means an individual employed by a
1818 state agency, including a state officer.
1919 (b) The Legislative Budget Board shall study the costs of
2020 providing paid family leave to state employees. In conducting the
2121 study, the board shall consider costs, benefits, and any other
2222 factors, including costs associated with employee turnover,
2323 training, and retention, determined to be relevant to the matter.
2424 SECTION 2. REPORT TO THE LEGISLATURE. Not later than August
2525 31, 2024, the Legislative Budget Board shall submit to the
2626 governor, lieutenant governor, speaker of the house of
2727 representatives, and appropriate standing committees of the
2828 legislature with jurisdiction over state employment a report on the
2929 results of the study conducted under Section 1 of this Act.
3030 SECTION 3. EXPIRATION. This Act expires September 1, 2025.
3131 SECTION 4. EFFECTIVE DATE. This Act takes effect September
3232 1, 2023.
