66 AN ACT
77 relating to the creation of a low-interest loan program for
88 entrepreneurs with physical or mental disabilities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Title 4, Labor Code, is amended by adding
1111 Subtitle D to read as follows:
1212 SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
1313 CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES
1414 Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH
1515 DISABILITIES. (a) In this section:
1616 (1) "Commission" means the Texas Workforce
1717 Commission.
1818 (2) "Disability" means, with respect to an individual,
1919 a mental or physical impairment that substantially limits at least
2020 one major life activity of that individual.
2121 (b) The commission shall establish and administer a
2222 low-interest loan program to support entrepreneurship among
2323 persons with physical and mental disabilities.
2424 (c) The commission may solicit and accept gifts, grants, and
2525 donations from public and private entities to use for the purposes
2626 of this section.
2727 (d) The commission shall adopt rules as necessary to
2828 establish and administer the loan program established under this
2929 section.
3030 SECTION 2. Not later than January 1, 2024, the Texas
3131 Workforce Commission shall adopt rules necessary to implement
3232 Chapter 375, Labor Code, as added by this Act.
3333 SECTION 3. This Act takes effect September 1, 2023.
