7 | 7 | | relating to requiring cultural inclusion curriculum as part of the |
---|
8 | 8 | | enrichment curriculum for public schools. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. Section 28.002(a), Education Code, is amended to |
---|
11 | 11 | | read as follows: |
---|
12 | 12 | | (a) Each school district that offers kindergarten through |
---|
13 | 13 | | grade 12 shall offer, as a required curriculum: |
---|
14 | 14 | | (1) a foundation curriculum that includes: |
---|
15 | 15 | | (A) English language arts; |
---|
16 | 16 | | (B) mathematics; |
---|
17 | 17 | | (C) science; and |
---|
18 | 18 | | (D) social studies, consisting of Texas, United |
---|
19 | 19 | | States, and world history, government, economics, with emphasis on |
---|
20 | 20 | | the free enterprise system and its benefits, and geography; and |
---|
21 | 21 | | (2) an enrichment curriculum that includes: |
---|
22 | 22 | | (A) to the extent possible, languages other than |
---|
23 | 23 | | English; |
---|
24 | 24 | | (B) health, with emphasis on: |
---|
25 | 25 | | (i) physical health, including the |
---|
26 | 26 | | importance of proper nutrition and exercise; |
---|
27 | 27 | | (ii) mental health, including instruction |
---|
28 | 28 | | about mental health conditions, substance abuse, skills to manage |
---|
29 | 29 | | emotions, establishing and maintaining positive relationships, and |
---|
30 | 30 | | responsible decision-making; and |
---|
31 | 31 | | (iii) suicide prevention, including |
---|
32 | 32 | | recognizing suicide-related risk factors and warning signs; |
---|
33 | 33 | | (C) physical education; |
---|
34 | 34 | | (D) fine arts; |
---|
35 | 35 | | (E) career and technology education; |
---|
36 | 36 | | (F) technology applications; |
---|
37 | 37 | | (G) religious literature, including the Hebrew |
---|
38 | 38 | | Scriptures (Old Testament) and New Testament, and its impact on |
---|
39 | 39 | | history and literature; [and] |
---|
40 | 40 | | (H) personal financial literacy; and |
---|
41 | 41 | | (I) cultural inclusion. |
---|
42 | 42 | | SECTION 2. Subchapter A, Chapter 28, Education Code, is |
---|
43 | 43 | | amended by adding Section 28.0029 to read as follows: |
---|
44 | 44 | | Sec. 28.0029. CULTURAL INCLUSION CURRICULUM. (a) The State |
---|
45 | 45 | | Board of Education shall develop curriculum on cultural inclusivity |
---|
46 | 46 | | that a school district or open-enrollment charter school shall use |
---|
47 | 47 | | in the district's or school's cultural inclusivity courses. |
---|
48 | 48 | | (b) The curriculum must encourage: |
---|
49 | 49 | | (1) a student's sense of self; |
---|
50 | 50 | | (2) an acceptance of diversity through the |
---|
51 | 51 | | identification and exploration of differences; |
---|
52 | 52 | | (3) critical thinking about bias through the |
---|
53 | 53 | | identification and exploration of discrimination and stereotypes; |
---|
54 | 54 | | (4) empathy toward others; and |
---|
55 | 55 | | (5) advocating for oneself in the face of bias. |
---|
56 | 56 | | (c) In developing the curriculum under this section, the |
---|
57 | 57 | | State Board of Education shall consult with interested parties and |
---|
58 | 58 | | may create a work group of volunteers to make recommendations |
---|
59 | 59 | | regarding the curriculum. |
---|
60 | 60 | | (d) Before finalizing the curriculum developed under this |
---|
61 | 61 | | section, the State Board of Education shall provide a reasonable |
---|
62 | 62 | | period for public comment. |
---|
63 | 63 | | (e) Subject to rules adopted by the State Board of |
---|
64 | 64 | | Education, a school district or open-enrollment charter school may |
---|
65 | 65 | | tailor the curriculum developed under this section as appropriate |
---|
66 | 66 | | for the district's or school's community. In tailoring the |
---|
67 | 67 | | instruction, the district or school shall solicit input from the |
---|
68 | 68 | | State Board of Education, the agency, community members, and other |
---|
69 | 69 | | interested individuals or organizations. |
---|
70 | 70 | | SECTION 3. This Act applies beginning with the 2023-2024 |
---|
71 | 71 | | school year. |
---|
72 | 72 | | SECTION 4. This Act takes effect immediately if it receives |
---|
73 | 73 | | a vote of two-thirds of all the members elected to each house, as |
---|
74 | 74 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
75 | 75 | | Act does not receive the vote necessary for immediate effect, this |
---|
76 | 76 | | Act takes effect September 1, 2023. |
