77 relating to electronic voter registration.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 13, Election Code, is
1010 amended by adding Section 13.009 to read as follows:
1111 Sec. 13.009. ELECTRONIC VOTER REGISTRATION. (a) The
1212 secretary of state shall implement a program to allow a person with
1313 an unexpired state-issued driver's license or personal
1414 identification card to complete a voter registration application on
1515 a secure Internet website.
1616 (b) The Internet website established under this section
1717 must allow a person to submit:
1818 (1) an initial registration application; and
1919 (2) an application to update a voter registration
2020 record.
2121 (c) When a person submits an application under this section,
2222 the secretary of state shall compare the information provided by
2323 the applicant against Department of Public Safety records.
2424 (d) The completed online application and information from
2525 the Department of Public Safety, including the applicant's digital
2626 signature, shall be provided to:
2727 (1) the county voter registration office for the
2828 county where the applicant currently resides; and
2929 (2) the secretary of state for the statewide
3030 computerized voter registration list under Section 18.061.
3131 (e) An application electronically submitted under this
3232 section is considered an application submitted by mail under this
3333 title. A digital signature given as provided by secretary of state
3434 rule meets the signature requirement under Section 13.002(b).
3535 (f) The secretary of state shall adopt rules as necessary to
3636 implement this section.
3737 SECTION 2. This Act takes effect September 1, 2023.
