7 | 7 | | relating to the regulation of bleeding control stations in public |
---|
8 | 8 | | schools. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 38.030, Education Code, is amended by |
---|
11 | 11 | | amending Subsections (b) and (d) and adding Subsection (d-1) to |
---|
12 | 12 | | read as follows: |
---|
13 | 13 | | (b) The protocol required under this section must: |
---|
14 | 14 | | (1) provide for a school district or open-enrollment |
---|
15 | 15 | | charter school to maintain and make available to school employees |
---|
16 | 16 | | and volunteers bleeding control stations, as described by |
---|
17 | 17 | | Subsection (d), for use in the event of a traumatic injury involving |
---|
18 | 18 | | blood loss; |
---|
19 | 19 | | (2) ensure that bleeding control stations are stored |
---|
20 | 20 | | in easily accessible areas of the campus that are selected by the |
---|
21 | 21 | | district's school safety and security committee or the charter |
---|
22 | 22 | | school's governing body; |
---|
23 | 23 | | (3) require that agency-approved training on the use |
---|
24 | 24 | | of a bleeding control station in the event of an injury to another |
---|
25 | 25 | | person be provided to: |
---|
26 | 26 | | (A) each school district peace officer |
---|
27 | 27 | | commissioned under Section 37.081 or school security personnel |
---|
28 | 28 | | employed under that section who provides security services at the |
---|
29 | 29 | | campus; |
---|
30 | 30 | | (B) each school resource officer who provides law |
---|
31 | 31 | | enforcement at the campus; and |
---|
32 | 32 | | (C) all other district or school personnel who |
---|
33 | 33 | | may be reasonably expected to use a bleeding control station; and |
---|
34 | 34 | | (4) require the district or charter school to annually |
---|
35 | 35 | | offer instruction on the use of a bleeding control station from a |
---|
36 | 36 | | school resource officer or other appropriate district or school |
---|
37 | 37 | | personnel who has received the training under Subdivision (3) to |
---|
38 | 38 | | students enrolled at the campus in grade three [seven] or higher. |
---|
39 | 39 | | (d) A bleeding control station required under this section |
---|
40 | 40 | | must contain all of the following required supplies in quantities |
---|
41 | 41 | | determined appropriate by the superintendent of the district or the |
---|
42 | 42 | | director of the school: |
---|
43 | 43 | | (1) tourniquets approved for use in battlefield trauma |
---|
44 | 44 | | care by the armed forces of the United States; |
---|
45 | 45 | | (2) chest seals; |
---|
46 | 46 | | (3) compression bandages; |
---|
47 | 47 | | (4) bleeding control bandages; |
---|
48 | 48 | | (5) space emergency blankets; |
---|
49 | 49 | | (6) latex-free gloves; |
---|
50 | 50 | | (7) markers; |
---|
51 | 51 | | (8) scissors; [and] |
---|
52 | 52 | | (9) instructional documents developed by the American |
---|
53 | 53 | | College of Surgeons or the United States Department of Homeland |
---|
54 | 54 | | Security detailing methods to prevent blood loss following a |
---|
55 | 55 | | traumatic event; and |
---|
56 | 56 | | (10) emergency alerting devices. |
---|
57 | 57 | | (d-1) In this section, "emergency alerting device" means a |
---|
58 | 58 | | device designed to send, once the case containing the device is |
---|
59 | 59 | | opened, an emergency alert that provides continuous information |
---|
60 | 60 | | about the location of the device to preprogrammed recipients, |
---|
61 | 61 | | including 9-1-1 call centers, school resource officers, and |
---|
62 | 62 | | emergency services personnel, using multiple forms of |
---|
63 | 63 | | communication technology to ensure connectivity, including |
---|
64 | 64 | | cellular telephone technology, Bluetooth technology, global |
---|
65 | 65 | | positioning system technology, general packet radio service |
---|
66 | 66 | | technology, and wireless computer networking technology. |
---|
67 | 67 | | SECTION 2. This Act takes effect September 1, 2023. |
