55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the regulation of bleeding control stations in public
88 schools.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 38.030, Education Code, is amended by
1111 amending Subsections (b) and (d) and adding Subsection (d-1) to
1212 read as follows:
1313 (b) The protocol required under this section must:
1414 (1) provide for a school district or open-enrollment
1515 charter school to maintain and make available to school employees
1616 and volunteers bleeding control stations, as described by
1717 Subsection (d), for use in the event of a traumatic injury involving
1818 blood loss;
1919 (2) ensure that bleeding control stations are stored
2020 in easily accessible areas of the campus that are selected by the
2121 district's school safety and security committee or the charter
2222 school's governing body;
2323 (3) require that agency-approved training on the use
2424 of a bleeding control station in the event of an injury to another
2525 person be provided to:
2626 (A) each school district peace officer
2727 commissioned under Section 37.081 or school security personnel
2828 employed under that section who provides security services at the
2929 campus;
3030 (B) each school resource officer who provides law
3131 enforcement at the campus; and
3232 (C) all other district or school personnel who
3333 may be reasonably expected to use a bleeding control station; and
3434 (4) require the district or charter school to annually
3535 offer instruction on the use of a bleeding control station from a
3636 school resource officer or other appropriate district or school
3737 personnel who has received the training under Subdivision (3) to
3838 students enrolled at the campus in grade three [seven] or higher.
3939 (d) A bleeding control station required under this section
4040 must contain all of the following required supplies in quantities
4141 determined appropriate by the superintendent of the district or the
4242 director of the school:
4343 (1) tourniquets approved for use in battlefield trauma
4444 care by the armed forces of the United States;
4545 (2) chest seals;
4646 (3) compression bandages;
4747 (4) bleeding control bandages;
4848 (5) space emergency blankets;
4949 (6) latex-free gloves;
5050 (7) markers;
5151 (8) scissors; [and]
5252 (9) instructional documents developed by the American
5353 College of Surgeons or the United States Department of Homeland
5454 Security detailing methods to prevent blood loss following a
5555 traumatic event; and
5656 (10) emergency alerting devices.
5757 (d-1) In this section, "emergency alerting device" means a
5858 device designed to send, once the case containing the device is
5959 opened, an emergency alert that provides continuous information
6060 about the location of the device to preprogrammed recipients,
6161 including 9-1-1 call centers, school resource officers, and
6262 emergency services personnel, using multiple forms of
6363 communication technology to ensure connectivity, including
6464 cellular telephone technology, Bluetooth technology, global
6565 positioning system technology, general packet radio service
6666 technology, and wireless computer networking technology.
6767 SECTION 2. This Act takes effect September 1, 2023.
