55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a program to provide housing vouchers to emergency
88 medical services personnel in certain counties.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 2306.553(a), Government Code, is amended
1111 to read as follows:
1212 (a) The public purpose of the corporation is to perform
1313 activities and services that the corporation's board of directors
1414 determines will promote the public health, safety, and welfare
1515 through the provision of adequate, safe, and sanitary housing
1616 primarily for individuals and families of low, very low, and
1717 extremely low income and for persons who are eligible for loans
1818 under the home loan program provided by Section 2306.5621 or who are
1919 eligible for a housing voucher under Section 2306.570. The
2020 activities and services shall include engaging in mortgage banking
2121 activities and lending transactions and acquiring, holding,
2222 selling, or leasing real or personal property.
2323 SECTION 2. Subchapter Y, Chapter 2306, Government Code, is
2424 amended by adding Section 2306.570 to read as follows:
2525 Sec. 2306.570. HOUSING VOUCHER PROGRAM FOR EMERGENCY
2626 MEDICAL SERVICES PERSONNEL. (a) In this section, "emergency
2727 medical services personnel" has the meaning assigned by Section
2828 773.003, Health and Safety Code.
2929 (b) The corporation shall, using available resources,
3030 establish a housing voucher program in a county with a population of
3131 more than 1 million and less than 1.5 million to provide housing
3232 vouchers to emergency medical services personnel.
3333 (c) The corporation's board of directors shall adopt rules:
3434 (1) governing the program's administration;
3535 (2) establishing eligibility criteria for a person to
3636 receive a housing voucher under the program;
3737 (3) establishing a mechanism to determine the amount
3838 of a housing voucher provided under the program; and
3939 (4) prescribing any other program requirements that
4040 the board determines necessary.
4141 (d) The corporation may accepts gifts, grants, and
4242 donations from any source to establish and operate the program.
4343 SECTION 3. This Act takes effect September 1, 2023.
