| 7 | 7 | | relating to a program to provide housing vouchers to emergency |

| 8 | 8 | | medical services personnel in certain counties. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 2306.553(a), Government Code, is amended |
|---|
| 11 | 11 | | to read as follows: |
|---|
| 12 | 12 | | (a) The public purpose of the corporation is to perform |
|---|
| 13 | 13 | | activities and services that the corporation's board of directors |
|---|
| 14 | 14 | | determines will promote the public health, safety, and welfare |
|---|
| 15 | 15 | | through the provision of adequate, safe, and sanitary housing |
|---|
| 16 | 16 | | primarily for individuals and families of low, very low, and |
|---|
| 17 | 17 | | extremely low income and for persons who are eligible for loans |
|---|
| 18 | 18 | | under the home loan program provided by Section 2306.5621 or who are |
|---|
| 19 | 19 | | eligible for a housing voucher under Section 2306.570. The |
|---|
| 20 | 20 | | activities and services shall include engaging in mortgage banking |
|---|
| 21 | 21 | | activities and lending transactions and acquiring, holding, |
|---|
| 22 | 22 | | selling, or leasing real or personal property. |
|---|
| 23 | 23 | | SECTION 2. Subchapter Y, Chapter 2306, Government Code, is |
|---|
| 24 | 24 | | amended by adding Section 2306.570 to read as follows: |
|---|
| 25 | 25 | | Sec. 2306.570. HOUSING VOUCHER PROGRAM FOR EMERGENCY |
|---|
| 26 | 26 | | MEDICAL SERVICES PERSONNEL. (a) In this section, "emergency |
|---|
| 27 | 27 | | medical services personnel" has the meaning assigned by Section |
|---|
| 28 | 28 | | 773.003, Health and Safety Code. |
|---|
| 29 | 29 | | (b) The corporation shall, using available resources, |
|---|
| 30 | 30 | | establish a housing voucher program in a county with a population of |
|---|
| 31 | 31 | | more than 1 million and less than 1.5 million to provide housing |
|---|
| 32 | 32 | | vouchers to emergency medical services personnel. |
|---|
| 33 | 33 | | (c) The corporation's board of directors shall adopt rules: |
|---|
| 34 | 34 | | (1) governing the program's administration; |
|---|
| 35 | 35 | | (2) establishing eligibility criteria for a person to |
|---|
| 36 | 36 | | receive a housing voucher under the program; |
|---|
| 37 | 37 | | (3) establishing a mechanism to determine the amount |
|---|
| 38 | 38 | | of a housing voucher provided under the program; and |
|---|
| 39 | 39 | | (4) prescribing any other program requirements that |
|---|
| 40 | 40 | | the board determines necessary. |
|---|
| 41 | 41 | | (d) The corporation may accepts gifts, grants, and |
|---|
| 42 | 42 | | donations from any source to establish and operate the program. |
|---|
| 43 | 43 | | SECTION 3. This Act takes effect September 1, 2023. |
