55 relating to the ability of a local authority to designate school
66 crossing zones and school crosswalks at high school campuses
77 located in certain municipalities.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 542.203, Transportation Code, is amended
1010 by adding Subsections (d) and (e) to read as follows:
1111 (d) A local authority's standards, policies, orders,
1212 ordinances, regulations, or other measures that designate a school
1313 crossing zone or school crosswalk must include a high school campus
1414 that is located in a municipality with a population of two million
1515 or more.
1616 (e) On request of an administrator of a high school campus
1717 described by Subsection (d), a local authority shall determine the
1818 components, including any engineering report, necessary to
1919 designate a school crossing zone or school crosswalk at the campus
2020 and shall make the designation. This subsection does not apply to a
2121 high school campus undergoing major expansion or new construction
2222 that requires the preparation of a traffic impact analysis as part
2323 of the permitting process.
2424 SECTION 2. Not later than September 1, 2023, a local
2525 authority described by Section 542.203(d), Transportation Code, as
2626 added by this Act, shall:
2727 (1) update all applicable school zone standards,
2828 policies, orders, ordinances, and regulations to comply with that
2929 section; and
3030 (2) post the updates described by Subdivision (1) of
3131 this section on a publicly accessible Internet website with clear
3232 instructions describing the process by which a designation request
3333 may be made under Section 542.203(e), Transportation Code, as added
3434 by this Act.
3535 SECTION 3. This Act takes effect September 1, 2023.
