66 AN ACT
77 relating to statewide participation in a homeless management
88 information system by service providers to the homeless.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter KK, Chapter 2306, Government Code, is
1111 amended by adding Section 2306.9055 to read as follows:
1212 Sec. 2306.9055. STATEWIDE PARTICIPATION IN HOMELESS
1313 MANAGEMENT INFORMATION SYSTEM. (a) The council shall evaluate,
1414 encourage, incentivize, and monitor the participation by service
1515 providers to the homeless throughout this state in a regional or
1616 statewide homeless management information system to:
1717 (1) achieve statewide participation in a homeless
1818 management information system by service providers to the homeless;
1919 (2) improve the collaboration and coordination of
2020 services to the homeless;
2121 (3) increase transparency and accountability in the
2222 provision of services to the homeless; and
2323 (4) prevent the loss of state and federal funding for
2424 services to the homeless.
2525 (b) The council shall prepare and submit to the department
2626 quarterly reports on:
2727 (1) the rate of participation by service providers to
2828 the homeless in a homeless management information system,
2929 aggregated by region and participation trends throughout this
3030 state;
3131 (2) barriers to achieving statewide participation in a
3232 homeless management information system, including data input
3333 issues and quality control challenges related to statewide
3434 participation in a homeless management information system, and
3535 potential solutions to those barriers;
3636 (3) available funding sources to provide resources and
3737 incentivize participation in a homeless management information
3838 system;
3939 (4) an estimated timeline for updates to and the
4040 continued customization of homeless management information systems
4141 used by service providers to the homeless throughout this state;
4242 (5) the compliance with procurement regulations and
4343 privacy laws by homeless management information systems used by
4444 service providers to the homeless throughout this state;
4545 (6) feedback from participating and nonparticipating
4646 service providers to the homeless on:
4747 (A) the ease of access to participate in a
4848 homeless management information system; and
4949 (B) the local oversight of homeless management
5050 information system administrators;
5151 (7) recommendations provided by homeless management
5252 information system administrators throughout this state on
5353 carrying out this section and achieving statewide participation in
5454 a homeless management information system; and
5555 (8) data-driven scenarios that have improved the
5656 provision of services to the homeless throughout this state.
5757 (c) In carrying out this section and to achieve the goal of
5858 statewide participation in a homeless management information
5959 system, the council may seek assistance from the Texas Homeless
6060 Network or any other organization in this state with a network of
6161 service providers to the homeless.
6262 SECTION 2. This Act takes effect September 1, 2023.
