7 | 7 | | relating to statewide participation in a homeless management |

8 | 8 | | information system by service providers to the homeless. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter KK, Chapter 2306, Government Code, is |
---|
11 | 11 | | amended by adding Section 2306.9055 to read as follows: |
---|
12 | 12 | | Sec. 2306.9055. STATEWIDE PARTICIPATION IN HOMELESS |
---|
13 | 13 | | MANAGEMENT INFORMATION SYSTEM. (a) The council shall evaluate, |
---|
14 | 14 | | encourage, incentivize, and monitor the participation by service |
---|
15 | 15 | | providers to the homeless throughout this state in a regional or |
---|
16 | 16 | | statewide homeless management information system to: |
---|
17 | 17 | | (1) achieve statewide participation in a homeless |
---|
18 | 18 | | management information system by service providers to the homeless; |
---|
19 | 19 | | (2) improve the collaboration and coordination of |
---|
20 | 20 | | services to the homeless; |
---|
21 | 21 | | (3) increase transparency and accountability in the |
---|
22 | 22 | | provision of services to the homeless; and |
---|
23 | 23 | | (4) prevent the loss of state and federal funding for |
---|
24 | 24 | | services to the homeless. |
---|
25 | 25 | | (b) The council shall prepare and submit to the department |
---|
26 | 26 | | quarterly reports on: |
---|
27 | 27 | | (1) the rate of participation by service providers to |
---|
28 | 28 | | the homeless in a homeless management information system, |
---|
29 | 29 | | aggregated by region and participation trends throughout this |
---|
30 | 30 | | state; |
---|
31 | 31 | | (2) barriers to achieving statewide participation in a |
---|
32 | 32 | | homeless management information system, including data input |
---|
33 | 33 | | issues and quality control challenges related to statewide |
---|
34 | 34 | | participation in a homeless management information system, and |
---|
35 | 35 | | potential solutions to those barriers; |
---|
36 | 36 | | (3) available funding sources to provide resources and |
---|
37 | 37 | | incentivize participation in a homeless management information |
---|
38 | 38 | | system; |
---|
39 | 39 | | (4) an estimated timeline for updates to and the |
---|
40 | 40 | | continued customization of homeless management information systems |
---|
41 | 41 | | used by service providers to the homeless throughout this state; |
---|
42 | 42 | | (5) the compliance with procurement regulations and |
---|
43 | 43 | | privacy laws by homeless management information systems used by |
---|
44 | 44 | | service providers to the homeless throughout this state; |
---|
45 | 45 | | (6) feedback from participating and nonparticipating |
---|
46 | 46 | | service providers to the homeless on: |
---|
47 | 47 | | (A) the ease of access to participate in a |
---|
48 | 48 | | homeless management information system; and |
---|
49 | 49 | | (B) the local oversight of homeless management |
---|
50 | 50 | | information system administrators; |
---|
51 | 51 | | (7) recommendations provided by homeless management |
---|
52 | 52 | | information system administrators throughout this state on |
---|
53 | 53 | | carrying out this section and achieving statewide participation in |
---|
54 | 54 | | a homeless management information system; and |
---|
55 | 55 | | (8) data-driven scenarios that have improved the |
---|
56 | 56 | | provision of services to the homeless throughout this state. |
---|
57 | 57 | | (c) In carrying out this section and to achieve the goal of |
---|
58 | 58 | | statewide participation in a homeless management information |
---|
59 | 59 | | system, the council may seek assistance from the Texas Homeless |
---|
60 | 60 | | Network or any other organization in this state with a network of |
---|
61 | 61 | | service providers to the homeless. |
---|
62 | 62 | | SECTION 2. This Act takes effect September 1, 2023. |
