5656 (c-2) Notwithstanding Subsection (a), for the 2023-2024
5757 school year, a classroom teacher, full-time librarian, full-time
5858 counselor certified under Subchapter B, or full-time school nurse
5959 is entitled to a monthly salary that is at least equal to the sum of:
6060 (1) the monthly salary the employee would have
6161 received for the 2023-2024 school year under the district's salary
6262 schedule for the 2022-2023 school year, if that schedule had been in
6363 effect for the 2023-2024 school year, including any local
6464 supplement and any money representing a career ladder supplement
6565 the employee would have received in the 2023-2024 school year; and
6666 (2) $1,500.
6767 (d) A classroom teacher, full-time librarian, full-time
6868 counselor certified under Subchapter B, or full-time school nurse
6969 employed by a school district in the 2023-2024 school year is, as
7070 long as the employee is employed by the same district, entitled to a
7171 salary that is at least equal to the salary the employee received
7272 for the 2023-2024 school year.
7373 SECTION 2. Section 22.107, Education Code, is amended to
7474 add subsection (e) to read as follows:
7575 (e) For the 2022-2023 school year, a school district shall
7676 provide a 25 percent increase to the wages of each full-time
7777 employee, other than an administrator or an employee subject to the
7878 minimum salary schedule under Section 21.402. A full-time
7979 employee, other than an administrator, and except as otherwise
8080 provided by Section 21.402(d) who is employed by a district in the
8181 2023-2024 school year is, as long as the employee is employed by the
8282 same district and in the same position, entitled to a salary that is
8383 at least equal to the salary the employee received for the 2023-2024
8484 school year.
8585 SECTION 3. Subchapter B, Chapter 48, Education Code, is
8686 amended by adding Section 48.053 to read as follows:
8787 Sec. 48.053. ADDITIONAL STATE AID OR CREDIT AGAINST COST OF
8888 ATTENDANCE CREDITS FOR NONADMINISTRATIVE EMPLOYEES. (a) For each
8989 school year, a school district, including a school district that is
9090 otherwise ineligible for state aid under this chapter, is entitled
9191 to state aid in an amount equal to the product of $15,000 multiplied
9292 by the number of classroom teachers, full-time librarians,
9393 full-time counselors, and full-time nurses employed by the district
9494 and the amount the district is required to pay for wage increases
9595 under Section 22.107(d).
9696 (b) A school district shall use the amount received under
9797 this section to provide the salary allotments required under
9898 Section 21.402 and the wage increases under Section 22.107(d).
9999 (c) A school district that is required to reduce its revenue
100100 pursuant to Section 48.257 is entitled to a credit, in the amount of
101101 state aid to which the district is entitled under this section.
102102 (d) The commissioner shall adopt rules to implement this
103103 section.
104104 SECTION 4. Section 21.402 (c-1), Education Code, is
105105 repealed.
106106 SECTION 5. This Act applies beginning with the 2023-2024
107107 school year.
108108 SECTION 6. This Act takes effect September 1, 2023.
