7	7	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	8	SECTION 1. SECTION 1. Section 21.402, Education Code, is
9	9	amended by amending Subsection (c) and adding Subsection (c-2) and
10	10	(d) to read as follows:

56	56	(c-2) Notwithstanding Subsection (a), for the 2023-2024
57	57	school year, a classroom teacher, full-time librarian, full-time
58	58	counselor certified under Subchapter B, or full-time school nurse
59	59	is entitled to a monthly salary that is at least equal to the sum of:
60	60	(1) the monthly salary the employee would have
61	61	received for the 2023-2024 school year under the district's salary
62	62	schedule for the 2022-2023 school year, if that schedule had been in
63	63	effect for the 2023-2024 school year, including any local
64	64	supplement and any money representing a career ladder supplement
65	65	the employee would have received in the 2023-2024 school year; and
66	66	(2) $1,500.
67	67	(d) A classroom teacher, full-time librarian, full-time
68	68	counselor certified under Subchapter B, or full-time school nurse
69	69	employed by a school district in the 2023-2024 school year is, as
70	70	long as the employee is employed by the same district, entitled to a
71	71	salary that is at least equal to the salary the employee received
72	72	for the 2023-2024 school year.
73	73	SECTION 2. Section 22.107, Education Code, is amended to
74	74	add subsection (e) to read as follows:
75	75	(e) For the 2022-2023 school year, a school district shall
76	76	provide a 25 percent increase to the wages of each full-time
77	77	employee, other than an administrator or an employee subject to the
78	78	minimum salary schedule under Section 21.402. A full-time
79	79	employee, other than an administrator, and except as otherwise
80	80	provided by Section 21.402(d) who is employed by a district in the
81	81	2023-2024 school year is, as long as the employee is employed by the
82	82	same district and in the same position, entitled to a salary that is
83	83	at least equal to the salary the employee received for the 2023-2024
84	84	school year.
85	85	SECTION 3. Subchapter B, Chapter 48, Education Code, is
86	86	amended by adding Section 48.053 to read as follows:
87	87	Sec. 48.053. ADDITIONAL STATE AID OR CREDIT AGAINST COST OF
88	88	ATTENDANCE CREDITS FOR NONADMINISTRATIVE EMPLOYEES. (a) For each
89	89	school year, a school district, including a school district that is
90	90	otherwise ineligible for state aid under this chapter, is entitled
91	91	to state aid in an amount equal to the product of $15,000 multiplied
92	92	by the number of classroom teachers, full-time librarians,
93	93	full-time counselors, and full-time nurses employed by the district
94	94	and the amount the district is required to pay for wage increases
95	95	under Section 22.107(d).
96	96	(b) A school district shall use the amount received under
97	97	this section to provide the salary allotments required under
98	98	Section 21.402 and the wage increases under Section 22.107(d).
99	99	(c) A school district that is required to reduce its revenue
100	100	pursuant to Section 48.257 is entitled to a credit, in the amount of
101	101	state aid to which the district is entitled under this section.
102	102	(d) The commissioner shall adopt rules to implement this
103	103	section.
104	104	SECTION 4. Section 21.402 (c-1), Education Code, is
105	105	repealed.
106	106	SECTION 5. This Act applies beginning with the 2023-2024
107	107	school year.
108	108	SECTION 6. This Act takes effect September 1, 2023.
