55 relating to the continuation and functions of the Office of
66 State-Federal Relations.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 751.003, Government Code, is amended to
99 read as follows:
1010 Sec. 751.003. SUNSET PROVISION. The Office of
1111 State-Federal Relations is subject to Chapter 325 (Texas Sunset
1212 Act). Unless continued in existence as provided by that chapter,
1313 the office is abolished [and this chapter expires] September 1,
1414 2035 [2023].
1515 SECTION 2. Section 751.005, Government Code, is amended by
1616 amending Subsection (b) and adding Subsection (f) to read as
1717 follows:
1818 (b) The office shall:
1919 (1) help coordinate state and federal programs dealing
2020 with the same subject;
2121 (2) inform the governor and the legislature of federal
2222 programs that may be carried out in the state or that affect state
2323 programs;
2424 (3) provide federal agencies and the United States
2525 Congress with information about state policy and state conditions
2626 on matters that concern the federal government;
2727 (4) provide the legislature with information useful in
2828 measuring the effect of federal actions on the state and local
2929 programs;
3030 (5) prepare and supply to the governor and all members
3131 of the legislature an annual report that:
3232 (A) describes the office's operations;
3333 (B) contains the office's priorities and
3434 strategies for the following year;
3535 (C) details projects and legislation pursued by
3636 the office; and
3737 (D) discusses issues in the following
3838 congressional session of interest to this state; [and
3939 [(E) contains an analysis of federal funds
4040 availability and formulae;]
4141 (6) notify the governor, the lieutenant governor, the
4242 speaker of the house of representatives, and the legislative
4343 standing committees in each house with primary jurisdiction over
4444 intergovernmental affairs of federal activities relevant to the
4545 state and inform the Texas congressional delegation of state
4646 activities;
4747 (7) conduct frequent conference calls with the
4848 lieutenant governor and the speaker of the house of representatives
4949 or their designees regarding state-federal relations and programs;
5050 (8) respond to requests for information from the
5151 legislature, the United States Congress, and federal agencies;
5252 (9) coordinate with the Legislative Budget Board
5353 regarding the effects of federal funding on the state budget; and
5454 (10) report to, and on request send appropriate
5555 representatives to appear before, the legislative standing
5656 committees in each house with primary jurisdiction over
5757 intergovernmental affairs.
5858 (f) The office shall post the report required under
5959 Subsection (b)(5) to the office's publicly accessible Internet
6060 website.
6161 SECTION 3. The following provisions of the Government Code
6262 are repealed:
6363 (1) the heading to Subchapter A, Chapter 751; and
6464 (2) Subchapter B, Chapter 751.
6565 SECTION 4. This Act takes effect September 1, 2023.
