7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 8 | | SECTION 1. Section 751.003, Government Code, is amended to |
---|
9 | 9 | | read as follows: |
---|
10 | 10 | | Sec. 751.003. SUNSET PROVISION. The Office of |
---|
11 | 11 | | State-Federal Relations is subject to Chapter 325 (Texas Sunset |
---|
12 | 12 | | Act). Unless continued in existence as provided by that chapter, |
---|
13 | 13 | | the office is abolished [and this chapter expires] September 1, |
---|
14 | 14 | | 2035 [2023]. |
---|
15 | 15 | | SECTION 2. Section 751.005, Government Code, is amended by |
---|
16 | 16 | | amending Subsection (b) and adding Subsection (f) to read as |
---|
17 | 17 | | follows: |
---|
18 | 18 | | (b) The office shall: |
---|
19 | 19 | | (1) help coordinate state and federal programs dealing |
---|
20 | 20 | | with the same subject; |
---|
21 | 21 | | (2) inform the governor and the legislature of federal |
---|
22 | 22 | | programs that may be carried out in the state or that affect state |
---|
23 | 23 | | programs; |
---|
24 | 24 | | (3) provide federal agencies and the United States |
---|
25 | 25 | | Congress with information about state policy and state conditions |
---|
26 | 26 | | on matters that concern the federal government; |
---|
27 | 27 | | (4) provide the legislature with information useful in |
---|
28 | 28 | | measuring the effect of federal actions on the state and local |
---|
29 | 29 | | programs; |
---|
30 | 30 | | (5) prepare and supply to the governor and all members |
---|
31 | 31 | | of the legislature an annual report that: |
---|
32 | 32 | | (A) describes the office's operations; |
---|
33 | 33 | | (B) contains the office's priorities and |
---|
34 | 34 | | strategies for the following year; |
---|
35 | 35 | | (C) details projects and legislation pursued by |
---|
36 | 36 | | the office; and |
---|
37 | 37 | | (D) discusses issues in the following |
---|
38 | 38 | | congressional session of interest to this state; [and |
---|
39 | 39 | | [(E) contains an analysis of federal funds |
---|
40 | 40 | | availability and formulae;] |
---|
41 | 41 | | (6) notify the governor, the lieutenant governor, the |
---|
42 | 42 | | speaker of the house of representatives, and the legislative |
---|
43 | 43 | | standing committees in each house with primary jurisdiction over |
---|
44 | 44 | | intergovernmental affairs of federal activities relevant to the |
---|
45 | 45 | | state and inform the Texas congressional delegation of state |
---|
46 | 46 | | activities; |
---|
47 | 47 | | (7) conduct frequent conference calls with the |
---|
48 | 48 | | lieutenant governor and the speaker of the house of representatives |
---|
49 | 49 | | or their designees regarding state-federal relations and programs; |
---|
50 | 50 | | (8) respond to requests for information from the |
---|
51 | 51 | | legislature, the United States Congress, and federal agencies; |
---|
52 | 52 | | (9) coordinate with the Legislative Budget Board |
---|
53 | 53 | | regarding the effects of federal funding on the state budget; and |
---|
54 | 54 | | (10) report to, and on request send appropriate |
---|
55 | 55 | | representatives to appear before, the legislative standing |
---|
56 | 56 | | committees in each house with primary jurisdiction over |
---|
57 | 57 | | intergovernmental affairs. |
---|
58 | 58 | | (f) The office shall post the report required under |
---|
59 | 59 | | Subsection (b)(5) to the office's publicly accessible Internet |
---|
60 | 60 | | website. |
---|
61 | 61 | | SECTION 3. The following provisions of the Government Code |
---|
62 | 62 | | are repealed: |
---|
63 | 63 | | (1) the heading to Subchapter A, Chapter 751; and |
---|
64 | 64 | | (2) Subchapter B, Chapter 751. |
---|
65 | 65 | | SECTION 4. This Act takes effect September 1, 2023. |
---|
