| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter Z, Chapter 51, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 51.983 to read as follows: |
|---|
| 12 | 12 | | Sec. 51.983. EARLY REGISTRATION FOR PARENTING STUDENTS. |
|---|
| 13 | 13 | | (a) In this section: |
|---|
| 14 | 14 | | (1) "Institution of higher education" has the meaning |
|---|
| 15 | 15 | | assigned by Section 61.003. |
|---|
| 16 | 16 | | (2) "Parenting student" means a student enrolled at an |
|---|
| 17 | 17 | | institution of higher education who is the parent or legal guardian |
|---|
| 18 | 18 | | of a child under 18 years of age. |
|---|
| 19 | 19 | | (b) If an institution of higher education provides early |
|---|
| 20 | 20 | | registration for courses or programs at the institution for any |
|---|
| 21 | 21 | | group of students, the institution shall provide early registration |
|---|
| 22 | 22 | | for those courses or programs for parenting students in the same |
|---|
| 23 | 23 | | manner. |
|---|
| 24 | 24 | | (c) The Texas Higher Education Coordinating Board, in |
|---|
| 25 | 25 | | consultation with institutions of higher education, shall adopt |
|---|
| 26 | 26 | | rules as necessary to administer this section. |
|---|
| 27 | 27 | | SECTION 2. Section 51.983, Education Code, as added by this |
|---|
| 28 | 28 | | Act, applies beginning with registration for a course or program |
|---|
| 29 | 29 | | for the 2024 spring semester. |
|---|
| 30 | 30 | | SECTION 3. This Act takes effect September 1, 2023. |
