55 relating to strategies to increase the availability of child-care
66 and prekindergarten programs.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
99 amended by adding Sections 302.0051 and 302.0063 to read as
1010 follows:
1111 Sec. 302.0051. PREKINDERGARTEN PARTNERSHIP PROGRAM. (a)
1212 The commission shall establish and administer a prekindergarten
1313 partnership program to assist child-care providers who meet the
1414 definition of an eligible private provider under Section 29.171,
1515 Education Code, in partnering with local school districts and
1616 open-enrollment charter schools to provide the prekindergarten
1717 classes required under Section 29.153, Education Code.
1818 (b) Using existing funds, the commission shall coordinate
1919 with the Texas Education Agency to develop joint strategies to
2020 expand the availability of prekindergarten partnership programs.
2121 Sec. 302.0063. CHILD-CARE PROFESSIONAL DEVELOPMENT
2222 SCHOLARSHIP PROGRAM. (a) In this section, "program" means the
2323 professional development scholarship program established under
2424 this section.
2525 (b) From funds appropriated for the purpose, the commission
2626 shall establish and administer a professional development
2727 scholarship program for current and prospective child-care
2828 workers.
2929 (c) A scholarship under the program may be used to pay an
3030 individual's costs related to:
3131 (1) earning:
3232 (A) a Child Development Associate (CDA)
3333 credential; or
3434 (B) an associate's degree or bachelor's degree in
3535 early childhood education or another related field from a public or
3636 private institution of higher education; and
3737 (2) participation in a registered child-care
3838 apprenticeship program.
3939 (d) The program may be used to pay for other ancillary costs
4040 for child-care workers who are enrolled in an educational program
4141 or apprenticeship program described by Subsection (c), including:
4242 (1) books and supplies;
4343 (2) release time or stipends to attend classes;
4444 (3) costs related to the examination for the Child
4545 Development Associate (CDA) credential;
4646 (4) travel to attend classes or attend a hands-on
4747 practicum training; and
4848 (5) stipends for mentors or master teachers who
4949 provide hands-on training at a child-care program.
5050 SECTION 2. Section 2308.256(a), Government Code, is amended
5151 to read as follows:
5252 (a) A board is composed as follows:
5353 (1) representatives of the private sector, who:
5454 (A) constitute a majority of the membership of
5555 the board; and
5656 (B) are owners of business concerns, chief
5757 executives or chief operating officers of nongovernmental
5858 employers, or other private sector executives who have substantial
5959 management or policy responsibilities;
6060 (2) representatives of organized labor and
6161 community-based organizations, who constitute not less than 15
6262 percent of the membership of the board; and
6363 (3) representatives of each of the following:
6464 (A) educational agencies, including community
6565 colleges and secondary and postsecondary practitioners
6666 representing vocational education, that are representative of all
6767 educational agencies in the service delivery area;
6868 (B) vocational rehabilitation agencies;
6969 (C) public assistance agencies;
7070 (D) economic development agencies;
7171 (E) the public employment service;
7272 (F) local literacy councils; [and]
7373 (G) adult basic and continuing education
7474 organizations; and
7575 (H) the child-care workforce.
7676 SECTION 3. Section 2308.256(g), Government Code, is
7777 repealed.
7878 SECTION 4. This Act takes effect September 1, 2023.
