The bill would require the Texas Department of Transportation (TxDOT), in consultation with the Texas A&M Transportation Institute (TTI), to conduct a study on the State's projected transportation, needs, costs, and the benefits of meeting those needs for the year 2045. The bill would establish certain requirements for the study, including the development of a range of future state transportation performance and infrastructure condition goals and an evaluation of current funding levels and dedicated funding streams, to quantify the difference between likely funding and the amount required to meet a range of performance conditions. The bill would require the Texas Transportation Commission to appoint a committee to provide guidance and direction to TxDOT and TTI in conducting the study. The bill would require TxDOT to submit a report to the Legislature that includes the results of the study and any recommendations no later than December 1, 2024. The provisions of the bill would expire on January 1, 2025. Based on the information provided by TxDOT, it is assumed any costs associated with implementing the provisions of the bill could be accommodated through the reallocation of the agency's existing highway planning and construction funds from other planning projects.
