7 | 7 | | relating to a study by the Texas Department of Transportation on |
---|
8 | 8 | | future transportation needs for the year 2045. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. DEFINITION. In this Act, "department" means the |
---|
11 | 11 | | Texas Department of Transportation. |
---|
12 | 12 | | SECTION 2. STUDY. (a) The department, in consultation with |
---|
13 | 13 | | the Texas A&M Transportation Institute, shall conduct a study on |
---|
14 | 14 | | the state's projected transportation needs and costs and the |
---|
15 | 15 | | resulting benefits of meeting those needs and costs for the year |
---|
16 | 16 | | 2045. |
---|
17 | 17 | | (b) The study must: |
---|
18 | 18 | | (1) use models from the state's metropolitan planning |
---|
19 | 19 | | organizations and rural planning efforts to capture regional and |
---|
20 | 20 | | local transportation needs; |
---|
21 | 21 | | (2) incorporate current, high quality vehicle-based |
---|
22 | 22 | | data sources to analyze changing travel patterns and behaviors; |
---|
23 | 23 | | (3) develop a forecast for alternative levels of |
---|
24 | 24 | | mobility and infrastructure performance for: |
---|
25 | 25 | | (A) highway maintenance; |
---|
26 | 26 | | (B) urban mobility; and |
---|
27 | 27 | | (C) rural connectivity; |
---|
28 | 28 | | (4) develop a range of future state transportation |
---|
29 | 29 | | performance and infrastructure condition goals for the period |
---|
30 | 30 | | covered by the study; |
---|
31 | 31 | | (5) develop and evaluate potential scenarios to |
---|
32 | 32 | | account for: |
---|
33 | 33 | | (A) innovations in vehicle technologies; |
---|
34 | 34 | | (B) changes in travel behavior; |
---|
35 | 35 | | (C) changes in workplace policies; and |
---|
36 | 36 | | (D) strategies for innovative project design and |
---|
37 | 37 | | development; |
---|
38 | 38 | | (6) evaluate current funding levels and dedicated |
---|
39 | 39 | | funding streams, including anticipated funds transferred to the |
---|
40 | 40 | | state highway fund under Section 49-g, Article III, Texas |
---|
41 | 41 | | Constitution, or deposited to that fund under Section 7-c, Article |
---|
42 | 42 | | VIII, Texas Constitution, to quantify the gap between likely |
---|
43 | 43 | | funding and the amount required to meet a range of performance |
---|
44 | 44 | | conditions; |
---|
45 | 45 | | (7) identify strategies and funding options to fill |
---|
46 | 46 | | any gaps in transportation needs; and |
---|
47 | 47 | | (8) overlay information in the 2030 Committee's 2011 |
---|
48 | 48 | | report analysis for the period from 2010 to 2035 to compare the |
---|
49 | 49 | | funding landscape and performance expectations in 2011 with the |
---|
50 | 50 | | current outlook. |
---|
51 | 51 | | SECTION 3. COMMITTEE. The Texas Transportation Commission |
---|
52 | 52 | | shall appoint a committee composed of experienced and respected |
---|
53 | 53 | | business and community leaders in this state to provide guidance |
---|
54 | 54 | | and direction to the department and the Texas A&M Transportation |
---|
55 | 55 | | Institute for purposes of conducting the study required by this |
---|
56 | 56 | | Act. |
---|
57 | 57 | | SECTION 4. REPORT TO LEGISLATURE. Not later than December |
---|
58 | 58 | | 1, 2024, the Texas Department of Transportation shall submit a |
---|
59 | 59 | | report to the legislature that includes the results of the study |
---|
60 | 60 | | conducted under this Act and any associated recommendations. |
---|
61 | 61 | | SECTION 5. EXPIRATION. This Act expires January 1, 2025. |
---|
62 | 62 | | SECTION 6. EFFECTIVE DATE. This Act takes effect |
---|
63 | 63 | | immediately if it receives a vote of two-thirds of all the members |
---|
64 | 64 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
65 | 65 | | Constitution. If this Act does not receive the vote necessary for |
---|
66 | 66 | | immediate effect, this Act takes effect September 1, 2023. |
