55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Department of Transportation on
88 future transportation needs for the year 2045.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITION. In this Act, "department" means the
1111 Texas Department of Transportation.
1212 SECTION 2. STUDY. (a) The department, in consultation with
1313 the Texas A&M Transportation Institute, shall conduct a study on
1414 the state's projected transportation needs and costs and the
1515 resulting benefits of meeting those needs and costs for the year
1616 2045.
1717 (b) The study must:
1818 (1) use models from the state's metropolitan planning
1919 organizations and rural planning efforts to capture regional and
2020 local transportation needs;
2121 (2) incorporate current, high quality vehicle-based
2222 data sources to analyze changing travel patterns and behaviors;
2323 (3) develop a forecast for alternative levels of
2424 mobility and infrastructure performance for:
2525 (A) highway maintenance;
2626 (B) urban mobility; and
2727 (C) rural connectivity;
2828 (4) develop a range of future state transportation
2929 performance and infrastructure condition goals for the period
3030 covered by the study;
3131 (5) develop and evaluate potential scenarios to
3232 account for:
3333 (A) innovations in vehicle technologies;
3434 (B) changes in travel behavior;
3535 (C) changes in workplace policies; and
3636 (D) strategies for innovative project design and
3737 development;
3838 (6) evaluate current funding levels and dedicated
3939 funding streams, including anticipated funds transferred to the
4040 state highway fund under Section 49-g, Article III, Texas
4141 Constitution, or deposited to that fund under Section 7-c, Article
4242 VIII, Texas Constitution, to quantify the gap between likely
4343 funding and the amount required to meet a range of performance
4444 conditions;
4545 (7) identify strategies and funding options to fill
4646 any gaps in transportation needs; and
4747 (8) overlay information in the 2030 Committee's 2011
4848 report analysis for the period from 2010 to 2035 to compare the
4949 funding landscape and performance expectations in 2011 with the
5050 current outlook.
5151 SECTION 3. COMMITTEE. The Texas Transportation Commission
5252 shall appoint a committee composed of experienced and respected
5353 business and community leaders in this state to provide guidance
5454 and direction to the department and the Texas A&M Transportation
5555 Institute for purposes of conducting the study required by this
5656 Act.
5757 SECTION 4. REPORT TO LEGISLATURE. Not later than December
5858 1, 2024, the Texas Department of Transportation shall submit a
5959 report to the legislature that includes the results of the study
6060 conducted under this Act and any associated recommendations.
6161 SECTION 5. EXPIRATION. This Act expires January 1, 2025.
6262 SECTION 6. EFFECTIVE DATE. This Act takes effect
6363 immediately if it receives a vote of two-thirds of all the members
6464 elected to each house, as provided by Section 39, Article III, Texas
6565 Constitution. If this Act does not receive the vote necessary for
6666 immediate effect, this Act takes effect September 1, 2023.
