| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 130.0824, Education Code, is amended to |

| 11 | 11 | | read as follows: |

| 12 | 12 | | Sec. 130.0824. SPECIAL PROVISIONS REGARDING GOVERNING |

| 13 | 13 | | BOARD OF CERTAIN JUNIOR [OF TEXARKANA] COLLEGE DISTRICTS |

| 14 | 14 | | [DISTRICT]. (a) Notwithstanding any other provision of this |
|---|
| 15 | 15 | | subchapter, the governing board of the Texarkana College District |
|---|
| 16 | 16 | | may by resolution or order of the board decrease the number of board |
|---|
| 17 | 17 | | members from nine to seven, with four members elected from |
|---|
| 18 | 18 | | respective commissioner precincts and three members elected at |
|---|
| 19 | 19 | | large. |
|---|
| 20 | 20 | | [(b)] A resolution or order of the governing board under |
|---|
| 21 | 21 | | this subsection [section] must establish transition terms of office |
|---|
| 22 | 22 | | to conform to elections held in even-numbered years and staggered |
|---|
| 23 | 23 | | six-year terms, with the initial board terms of three members |
|---|
| 24 | 24 | | expiring in 2014, of two members expiring in 2016, and of two |
|---|
| 25 | 25 | | members expiring in 2018. |
|---|
| 26 | 26 | | (b) Notwithstanding any other provision of this subchapter, |
|---|
| 27 | 27 | | the term of office of a member of the governing board of South Texas |
|---|
| 28 | 28 | | College is two years. The members of the board in office on |
|---|
| 29 | 29 | | September 1, 2023, and all subsequent members of the board, shall |
|---|
| 30 | 30 | | remain in office until the expiration of the terms for which the |
|---|
| 31 | 31 | | members were elected or appointed, and until any successors have |
|---|
| 32 | 32 | | been elected and qualified. |
|---|
| 33 | 33 | | SECTION 2. This Act takes effect September 1, 2023. |
