55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the establishment of the Texas Task Force on Gun
88 Violence.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. TEXAS TASK FORCE ON GUN VIOLENCE. (a) The
1111 Texas Task Force on Gun Violence is established.
1212 (b) The task force shall study the causes and effects of gun
1313 violence in this state. After completing the study, the task force
1414 shall develop recommendations for programs and legislation to
1515 alleviate the incidence of gun violence in this state.
1616 (c) The task force is composed of the following nine
1717 members:
1818 (1) three members appointed by the governor, one of
1919 whom is a proponent of private gun ownership, one of whom is an
2020 opponent of private gun ownership, and one of whom is employed as a
2121 medical professional;
2222 (2) three members appointed by the lieutenant
2323 governor, one of whom is a prosecuting attorney, one of whom is a
2424 university scholar with expertise on the issue of gun violence, and
2525 one of whom is a community advocate; and
2626 (3) three members appointed by the speaker of the
2727 house of representatives, one of whom is a member of the house of
2828 representatives, one of whom is a member of the senate, and one of
2929 whom is appropriately qualified as determined by the speaker.
3030 (d) The governor shall designate one member of the task
3131 force to serve as the presiding officer.
3232 (e) A member of the task force is not entitled to
3333 compensation but is entitled to reimbursement for the member's
3434 travel expenses as provided by Chapter 660, Government Code, and
3535 the General Appropriations Act.
3636 (f) The Texas Legislative Council and the Legislative
3737 Budget Board shall assist the task force in performing its duties.
3838 (g) Not later than December 1, 2024, the task force shall:
3939 (1) compile a report of its findings and
4040 recommendations, including proposed legislation to alleviate the
4141 incidence of gun violence in this state; and
4242 (2) submit the report to the governor, the lieutenant
4343 governor, and the speaker of the house of representatives.
4444 (h) Chapter 2110, Government Code, does not apply to this
4545 task force.
4646 (i) The task force is abolished and this Act expires on
4747 January 1, 2025.
4848 SECTION 2. APPOINTMENT OF MEMBERS. As soon as practicable
4949 after the effective date of this Act, the governor, the lieutenant
5050 governor, and the speaker of the house of representatives shall
5151 appoint members to the Texas Task Force on Gun Violence as required
5252 by this Act.
5353 SECTION 3. EFFECTIVE DATE. This Act takes effect
5454 immediately if it receives a vote of two-thirds of all the members
5555 elected to each house, as provided by Section 39, Article III, Texas
5656 Constitution. If this Act does not receive the vote necessary for
5757 immediate effect, this Act takes effect September 1, 2023.
