77 relating to the Rita Littlefield Chronic Kidney Disease Centralized
88 Resource Center established within the Health and Human Services
99 Commission.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subtitle D, Title 2, Health and Safety Code, is
1212 amended by adding Chapter 83A to read as follows:
1313 CHAPTER 83A. RITA LITTLEFIELD CHRONIC KIDNEY DISEASE CENTRALIZED
1414 RESOURCE CENTER
1515 Sec. 83A.001. DEFINITION. In this chapter, "resource
1616 center" means the Rita Littlefield Chronic Kidney Disease
1717 Centralized Resource Center established under this chapter.
1818 Sec. 83A.002. ESTABLISHMENT OF RESOURCE CENTER. The Rita
1919 Littlefield Chronic Kidney Disease Centralized Resource Center is
2020 established within the commission to serve as a centralized system
2121 through which persons may:
2222 (1) request and obtain information on:
2323 (A) chronic kidney disease and related
2424 illnesses, including each clinical stage of kidney disease and end
2525 stage renal disease; and
2626 (B) genetic testing and genetic counseling for
2727 genetic kidney diseases, including APOL1-mediated kidney disease;
2828 and
2929 (2) register for inclusion in a kidney health clinical
3030 trials registry to receive information on clinical trials and
3131 clinical trial opportunities for chronic kidney disease and related
3232 illnesses.
3333 Sec. 83A.003. ADMINISTRATION OF RESOURCE CENTER. (a) The
3434 commission shall administer the resource center in accordance with
3535 this chapter.
3636 (b) The commission shall:
3737 (1) structure and operate the resource center in a
3838 manner that provides a comprehensive approach for readily accessing
3939 information on and resources for chronic kidney disease and related
4040 illnesses, including for each clinical stage of kidney disease and
4141 end stage renal disease; and
4242 (2) establish, and the resource center shall maintain,
4343 a kidney health clinical trials registry through which patients and
4444 family members of those patients may register to receive
4545 educational information on clinical trials and clinical trial
4646 opportunities based on the clinical stage of a patient's chronic
4747 kidney disease or end stage renal disease.
4848 (c) The comprehensive approach described by Subsection
4949 (b)(1) must allow individuals to request and obtain or to directly
5050 access aggregated information on:
5151 (1) chronic kidney disease awareness, prevention, and
5252 professional education opportunities, including:
5353 (A) awareness campaigns for chronic kidney
5454 disease and related illnesses;
5555 (B) information on accessing free screenings for
5656 chronic kidney disease and related illnesses;
5757 (C) professional resources and continuing
5858 education opportunities for health care providers who treat
5959 patients with chronic kidney disease or related illnesses;
6060 (D) for individuals who register for inclusion in
6161 the clinical trials registry established under Subsection (b)(2),
6262 information on clinical trials and clinical trial opportunities for
6363 chronic kidney disease and related illnesses; and
6464 (E) information on chronic kidney disease
6565 partners, including chronic kidney disease patient advocates,
6666 dialysis professionals, health care providers, researchers,
6767 manufacturers, and other appropriate persons;
6868 (2) patient and family resources, including:
6969 (A) educational resources containing general and
7070 specific chronic kidney disease information;
7171 (B) resources containing information on chronic
7272 kidney disease prevention and early detection of chronic kidney
7373 disease and related illnesses;
7474 (C) nutritional and metabolism information for
7575 individuals with chronic kidney disease and related illnesses;
7676 (D) resources appropriately tailored to provide
7777 information on chronic kidney disease and related illnesses to
7878 individuals within groups that experience health disparities,
7979 including racial minorities;
8080 (E) directories for physicians who specialize in
8181 kidney health; and
8282 (F) programs through which an individual may
8383 obtain a kidney donation or be placed on a kidney donation list;
8484 (3) resources on chronic kidney disease treatment
8585 options and modalities, including:
8686 (A) kidney donations and kidney transplantation
8787 initiatives;
8888 (B) deceased and living organ donation programs
8989 and initiatives;
9090 (C) organ recipient registries;
9191 (D) treatment options for chronic kidney disease
9292 and end stage renal disease;
9393 (E) financial assistance for obtaining treatment
9494 for chronic kidney disease or related illnesses; and
9595 (F) options for receiving treatment for chronic
9696 kidney disease or related illnesses through the use of telehealth
9797 service or telemedicine medical service, as those terms are defined
9898 by Section 111.001, Occupations Code; and
9999 (4) genetic testing and genetic counseling for genetic
100100 kidney diseases, including APOL1-mediated kidney disease.
101101 (d) The commission shall ensure information provided by the
102102 resource center is available in both English and Spanish.
103103 Sec. 83A.004. INTERNET WEBSITE. In collaboration with the
104104 Chronic Kidney Disease Task Force established under Chapter 83, the
105105 commission shall establish and the resource center shall maintain
106106 an Internet website through which:
107107 (1) resource center employees and members of the
108108 public may directly communicate and exchange information on chronic
109109 kidney disease and related illnesses; and
110110 (2) individuals may register in the clinical trials
111111 registry established under Section 83A.003(b)(2).
112112 Sec. 83A.005. GIFTS, GRANTS, AND DONATIONS. The commission
113113 may solicit and accept gifts, grants, and donations from any source
114114 to implement this chapter.
115115 SECTION 2. This Act takes effect September 1, 2025.
