| 8 | 8 | | Israel and the feasibility of using similar processes in Texas. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. DEFINITION. In this Act, "center" means the |
|---|
| 11 | 11 | | Texas State University Meadows Center for Water and the |
|---|
| 12 | 12 | | Environment. |
|---|
| 13 | 13 | | SECTION 2. STUDY. (a) The center shall conduct a study of |
|---|
| 14 | 14 | | seawater desalination processes used in Israel. |
|---|
| 15 | 15 | | (b) In conducting the study, the center shall: |
|---|
| 16 | 16 | | (1) identify the similarities and differences between |
|---|
| 17 | 17 | | the desalination processes used in Israel and the desalination |
|---|
| 18 | 18 | | processes used in this state; |
|---|
| 19 | 19 | | (2) determine the feasibility and practicability of |
|---|
| 20 | 20 | | using the processes used in Israel for the desalination of water |
|---|
| 21 | 21 | | from the Gulf of Mexico; and |
|---|
| 22 | 22 | | (3) provide any necessary information and |
|---|
| 23 | 23 | | recommendations for the use in this state of the desalination |
|---|
| 24 | 24 | | processes used in Israel. |
|---|
| 25 | 25 | | SECTION 3. REPORT. Not later than January 1, 2025, the |
|---|
| 26 | 26 | | center shall report the results of the study conducted under this |
|---|
| 27 | 27 | | Act to the governor, the lieutenant governor, the speaker of the |
|---|
| 28 | 28 | | house of representatives, and the standing committees of the senate |
|---|
| 29 | 29 | | and the house of representatives that have jurisdiction over |
|---|
| 30 | 30 | | natural resources. |
|---|
| 31 | 31 | | SECTION 4. EXPIRATION. This Act expires February 1, 2025. |
|---|
| 32 | 32 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 33 | 33 | | 1, 2023. |
