| 6 | 6 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 7 | | SECTION 1. Section 12.057(b), Natural Resources Code, is |
|---|
| 8 | 8 | | amended to read as follows: |
|---|
| 9 | 9 | | (b) Not later than July 30, 2027 [2023], the commission |
|---|
| 10 | 10 | | shall issue a final report to the governor, lieutenant governor, |
|---|
| 11 | 11 | | speaker of the house of representatives, and appropriate committees |
|---|
| 12 | 12 | | of the legislature. |
|---|
| 13 | 13 | | SECTION 2. Section 12.058, Natural Resources Code, is |
|---|
| 14 | 14 | | amended to read as follows: |
|---|
| 15 | 15 | | Sec. 12.058. EXPIRATION OF SUBCHAPTER. This subchapter |
|---|
| 16 | 16 | | expires December 31, 2027 [2023]. |
|---|
| 17 | 17 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 18 | 18 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 19 | 19 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 20 | 20 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 21 | 21 | | Act takes effect September 1, 2023. |
