2626 relating to the major events reimbursement program, including event
2727 funding eligibility, site selection organizations, and single
2828 event and single year classifications.
2929 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
3030 SECTION 1. Section 478.0001(3), Government Code, as amended
3131 by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B. 1155), and
3232 915 (H.B. 3607), Acts of the 87th Legislature, Regular Session,
3333 2021, is reenacted and amended to read as follows:
3434 (3) "Event" means any of the following and includes
3535 any activity related to or associated with the following:
3636 (A) the Academy of Country Music Awards;
3737 (B) the Amateur Athletic Union Junior Olympic
3838 Games;
3939 (C) the Bassmaster Classic;
4040 (D) a Big 12 Football Conference Championship
4141 game;
4242 (E) [(D)] the Breeders' Cup World Championships;
4343 (F) [(E)] a game of the College Football Playoff
4444 or its successor;
4545 (G) [(F)] the Confederation of North, Central
4646 America and Caribbean Association Football (Concacaf) Gold Cup;

170170 SECTION 3. Section 478.0051, Government Code, is amended by
171171 adding Subsection (c) to read as follows:
172172 (c) Notwithstanding Subsection (b), an event described by
173173 Section 478.0001(3)(FF) may receive funding through the program if
174174 a portion of the event is held at one or more sites located in
175175 another state or country.
176176 SECTION 4. Section 478.0052, Government Code, is amended to
177177 read as follows:
178178 Sec. 478.0052. SINGLE EVENT CLASSIFICATION FOR ELIGIBILITY
179179 PURPOSES. For purposes of Section 478.0051:
180180 (1) [,] each presidential general election debate in a
181181 series of presidential debates before a general election is
182182 considered a separate, single event; and
183183 (2) each series of games for the World Cup soccer
184184 tournament held in a market area designated for that series is
185185 considered a separate, single event.
186186 SECTION 5. Subchapter B, Chapter 478, Government Code, is
187187 amended by adding Section 478.00525 to read as follows:
188188 Sec. 478.00525. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
189189 PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
190190 478.0051(b)(1) and (3), a sporting event listed in Section
191191 478.0001(3) is considered to be held one time in each year if the
192192 event is held only one time in any annual season for that sport.
193193 SECTION 6. Section 478.0053, Government Code, is amended to
194194 read as follows:
195195 Sec. 478.0053. EXEMPTION FROM CERTAIN ELIGIBILITY
196196 REQUIREMENT FOR CERTAIN LARGE VENUES. Section 478.0051(b)(1) does
197197 not apply to an event described by Section 478.0001(3)(M)
198198 [478.0001(3)(H)]. If an endorsing municipality or endorsing county
199199 requests the office to make a determination under Section 478.0102
200200 for an event described by Section
201201 478.0001(3)(M) [478.0001(3)(H)], the remaining provisions of this
202202 chapter apply to that event as if the event satisfied the
203203 eligibility requirements under Section 478.0051(b)(1).
204204 SECTION 7. Subchapter B, Chapter 480, Government Code, is
205205 amended by adding Section 480.00515 to read as follows:
206206 Sec. 480.00515. SINGLE YEAR CLASSIFICATION FOR ELIGIBILITY
207207 PURPOSES FOR CERTAIN SPORTING EVENTS. For purposes of Sections
208208 480.0051(1) and (3), a sporting event is considered to be held one
209209 time in each year if the event is held only one time in any annual
210210 season for that sport.
211211 SECTION 8. To the extent of any conflict, this Act prevails
212212 over another Act of the 88th Legislature, Regular Session, 2023,
213213 relating to nonsubstantive additions to and corrections in enacted
214214 codes.
215215 SECTION 9. This Act takes effect September 1, 2023.
