7 | 7 | | relating to teacher literacy achievement academies and the |
---|
8 | 8 | | requirement for certain public school teachers and principals to |
---|
9 | 9 | | attend a teacher literacy achievement academy. |
---|
10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 21.4552, Education Code, is amended by |
---|
12 | 12 | | adding Subsection (d-1) to read as follows: |
---|
13 | 13 | | (d-1) The commissioner is required to implement a provision |
---|
14 | 14 | | of this section only if the legislature appropriates money |
---|
15 | 15 | | specifically for that purpose. If the legislature does not |
---|
16 | 16 | | appropriate money specifically for that purpose, the commissioner |
---|
17 | 17 | | may, but is not required to, implement a provision of this section |
---|
18 | 18 | | using other appropriations available for that purpose. |
---|
19 | 19 | | SECTION 2. Section 28.006(g-1), Education Code, is amended |
---|
20 | 20 | | to read as follows: |
---|
21 | 21 | | (g-1) A school district shall provide additional reading |
---|
22 | 22 | | instruction and intervention to each student in seventh grade |
---|
23 | 23 | | assessed under Subsection (c-1), as appropriate to improve the |
---|
24 | 24 | | student's reading skills in the relevant areas identified through |
---|
25 | 25 | | the assessment instrument. Training and support for activities |
---|
26 | 26 | | required by this subsection shall be provided by regional education |
---|
27 | 27 | | service centers and any teacher literacy achievement academies made |
---|
28 | 28 | | available [established] under Section 21.4552, and may be provided |
---|
29 | 29 | | by other public and private providers. |
---|
30 | 30 | | SECTION 3. Section 28.0062(a), Education Code, is amended |
---|
31 | 31 | | to read as follows: |
---|
32 | 32 | | (a) Each school district and open-enrollment charter school |
---|
33 | 33 | | shall: |
---|
34 | 34 | | (1) provide for the use of a phonics curriculum that |
---|
35 | 35 | | uses systematic direct instruction in kindergarten through third |
---|
36 | 36 | | grade to ensure all students obtain necessary early literacy |
---|
37 | 37 | | skills; |
---|
38 | 38 | | (2) if the commissioner has made available teacher |
---|
39 | 39 | | literacy achievement academies under Section 21.4552, ensure that: |
---|
40 | 40 | | (A) [not later than the 2022-2023 school year,] |
---|
41 | 41 | | each classroom teacher in kindergarten or first, second, or third |
---|
42 | 42 | | grade and each principal at a campus with kindergarten or first, |
---|
43 | 43 | | second, or third grade has attended a teacher literacy achievement |
---|
44 | 44 | | academy [developed under Section 21.4552]; and |
---|
45 | 45 | | (B) each classroom teacher and each principal |
---|
46 | 46 | | initially employed in a grade level or at a campus described by |
---|
47 | 47 | | Paragraph (A) [for the 2022-2023 school year or a subsequent school |
---|
48 | 48 | | year] has attended a teacher literacy achievement academy |
---|
49 | 49 | | [developed under Section 21.4552] by the end of the teacher's or |
---|
50 | 50 | | principal's first year of placement in that grade level or campus; |
---|
51 | 51 | | and |
---|
52 | 52 | | (3) certify to the agency that the district or school: |
---|
53 | 53 | | (A) prioritizes placement of highly effective |
---|
54 | 54 | | teachers in kindergarten through second grade; and |
---|
55 | 55 | | (B) has integrated reading instruments used to |
---|
56 | 56 | | diagnose reading development and comprehension to support each |
---|
57 | 57 | | student in prekindergarten through third grade. |
---|
58 | 58 | | SECTION 4. This Act takes effect immediately if it receives |
---|
59 | 59 | | a vote of two-thirds of all the members elected to each house, as |
---|
60 | 60 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
61 | 61 | | Act does not receive the vote necessary for immediate effect, this |
---|
62 | 62 | | Act takes effect September 1, 2023. |
