55 AN ACT
66 relating to the establishment of a local optional teacher
77 designation system grant program by the Texas Education Agency.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter H, Chapter 21, Education Code, is
1010 amended by adding Section 21.3522 to read as follows:
1111 Sec. 21.3522. LOCAL OPTIONAL TEACHER DESIGNATION SYSTEM
1212 GRANT PROGRAM. (a) From funds appropriated or otherwise available
1313 for the purpose, the agency shall establish and administer a
1414 program to provide grants to eligible school districts or
1515 open-enrollment charter schools to implement a local optional
1616 teacher designation system under Section 21.3521.
1717 (b) The commissioner by rule shall establish eligibility
1818 criteria to receive a grant under this section.
1919 (c) The agency may solicit and accept gifts, grants, and
2020 donations from any public or private source for the purpose of this
2121 section.
2222 (d) The commissioner shall adopt rules to establish and
2323 administer the grant program under this section.
2424 SECTION 2. As soon as practicable after the effective date
2525 of this Act, the Texas Education Agency shall establish the local
2626 optional teacher designation system grant program under Section
2727 21.3522, Education Code, as added by this Act.
2828 SECTION 3. This Act takes effect immediately if it receives
2929 a vote of two-thirds of all the members elected to each house, as
3030 provided by Section 39, Article III, Texas Constitution. If this
3131 Act does not receive the vote necessary for immediate effect, this
3232 Act takes effect September 1, 2023.
