7 | 7 | | relating to the implementation of student and family engagement |
---|
8 | 8 | | plans by school districts. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter Z, Chapter 29, Education Code, is |
---|
11 | 11 | | amended by adding Section 29.927 to read as follows: |
---|
12 | 12 | | Sec. 29.927. STUDENT AND FAMILY ENGAGEMENT PLANS. (a) Each |
---|
13 | 13 | | school district shall develop and implement a student and family |
---|
14 | 14 | | engagement plan for students in each grade level from |
---|
15 | 15 | | prekindergarten through grade 12 to assist the district in: |
---|
16 | 16 | | (1) achieving and maintaining high levels of family |
---|
17 | 17 | | involvement and positive family attitudes toward public education; |
---|
18 | 18 | | (2) strengthening relationships between students, |
---|
19 | 19 | | families, district administrators, and teachers; |
---|
20 | 20 | | (3) creating positive outcomes by increasing positive |
---|
21 | 21 | | student engagement and developing the student's sense of connection |
---|
22 | 22 | | to the student's learning environment, including by ensuring that |
---|
23 | 23 | | the student is: |
---|
24 | 24 | | (A) actively involved in the student's academic |
---|
25 | 25 | | achievement; and |
---|
26 | 26 | | (B) positively motivated to attend school |
---|
27 | 27 | | regularly and graduate; |
---|
28 | 28 | | (4) creating opportunities for parents to engage with |
---|
29 | 29 | | and be directly involved in their child's education; and |
---|
30 | 30 | | (5) creating a communal campus environment that |
---|
31 | 31 | | includes students, families, teachers, district staff, and |
---|
32 | 32 | | community-based organizations that provide resources to students |
---|
33 | 33 | | for social-emotional and academic development. |
---|
34 | 34 | | (b) The student and family engagement plans must be based on |
---|
35 | 35 | | student and parent engagement strategies that: |
---|
36 | 36 | | (1) are evidence-based and supported by empirical |
---|
37 | 37 | | research; |
---|
38 | 38 | | (2) establish a system of communication, updated |
---|
39 | 39 | | annually based on a district assessment of parent and communication |
---|
40 | 40 | | needs, between students, families, and school districts that |
---|
41 | 41 | | includes mailed, electronic, and virtual communications, such as |
---|
42 | 42 | | phone calls, text messaging, virtual conferences, and e-mail; |
---|
43 | 43 | | (3) provide support for students who are attending |
---|
44 | 44 | | school in-person or virtually through counselors, teachers, and |
---|
45 | 45 | | district staff; |
---|
46 | 46 | | (4) use diagnostic tools to evaluate the emotional, |
---|
47 | 47 | | behavioral, and cognitive engagement of students and communicate |
---|
48 | 48 | | the results to the family of the student; |
---|
49 | 49 | | (5) include regular meetings with interested persons, |
---|
50 | 50 | | including community-based organizations, throughout the school |
---|
51 | 51 | | year regarding the development and implementation of the engagement |
---|
52 | 52 | | plans; |
---|
53 | 53 | | (6) are proven to demonstrate significant positive |
---|
54 | 54 | | short-term and long-term outcomes for early childhood, elementary, |
---|
55 | 55 | | middle school, and high school education; |
---|
56 | 56 | | (7) include programs and interventions that engage a |
---|
57 | 57 | | family in supporting a student's learning at home; |
---|
58 | 58 | | (8) include programming that is accessible by students |
---|
59 | 59 | | and families who are bilingual or emergent bilingual; |
---|
60 | 60 | | (9) are proven to demonstrate solutions that build |
---|
61 | 61 | | long-lasting generational relationships between school districts |
---|
62 | 62 | | and families; and |
---|
63 | 63 | | (10) support virtual or remote learning by promoting |
---|
64 | 64 | | digital communication and literacy and by ensuring that students |
---|
65 | 65 | | have access to devices and broadband Internet. |
---|
66 | 66 | | (c) Each school district shall ensure that student and |
---|
67 | 67 | | family engagement plans are consistent with the public education |
---|
68 | 68 | | mission and objectives described by Section 4.001 and accessible to |
---|
69 | 69 | | students who are educationally disadvantaged. |
---|
70 | 70 | | (d) In developing student and family engagement plans, a |
---|
71 | 71 | | school district must collaborate with campus leaders, educators, |
---|
72 | 72 | | teachers, families, and students at all grade levels to include in |
---|
73 | 73 | | the student and family engagement plans the strategies described by |
---|
74 | 74 | | Subsection (b). A school district must provide for a student at the |
---|
75 | 75 | | middle or high school level to be directly involved in developing |
---|
76 | 76 | | student engagement plans. |
---|
77 | 77 | | (e) The agency shall offer administrative support and |
---|
78 | 78 | | resources to assist school districts with developing and |
---|
79 | 79 | | implementing student and family engagement plans as provided by |
---|
80 | 80 | | this section. |
---|
81 | 81 | | (f) Not later than the 30th instructional day following the |
---|
82 | 82 | | first day of school, each school district shall post the student and |
---|
83 | 83 | | family engagement plans on the district's Internet website. |
---|
84 | 84 | | (g) The agency shall collaborate with other state agencies |
---|
85 | 85 | | to coordinate and streamline the process for accessing information, |
---|
86 | 86 | | support, and resources included in a school district's family |
---|
87 | 87 | | engagement plan. |
---|
88 | 88 | | (h) A parent-teacher organization or community-based |
---|
89 | 89 | | organization may submit: |
---|
90 | 90 | | (1) to the agency recommendations regarding the |
---|
91 | 91 | | establishment of family engagement strategies; and |
---|
92 | 92 | | (2) to a school district recommendations regarding the |
---|
93 | 93 | | development of a student and family engagement plan. |
---|
94 | 94 | | (i) The agency, in establishing family engagement |
---|
95 | 95 | | strategies, or a school district, in establishing a student and |
---|
96 | 96 | | family engagement plan, shall consider any recommendations |
---|
97 | 97 | | submitted under Subsection (h). |
---|
98 | 98 | | (j) Each school district shall review the student and family |
---|
99 | 99 | | engagement plans annually and update the plans at least once every |
---|
100 | 100 | | two years. |
---|
101 | 101 | | SECTION 2. Section 29.934(d), Education Code, is amended to |
---|
102 | 102 | | read as follows: |
---|
103 | 103 | | (d) To be designated as a resource campus, the campus must: |
---|
104 | 104 | | (1) implement a targeted improvement plan as described |
---|
105 | 105 | | by Chapter 39A and establish a school community partnership team; |
---|
106 | 106 | | (2) adopt an accelerated campus excellence turnaround |
---|
107 | 107 | | plan as provided by Section 39A.105(b) except that a classroom |
---|
108 | 108 | | teacher who satisfies the requirements for demonstrated |
---|
109 | 109 | | instructional effectiveness under Section 39A.105(b)(3) must also |
---|
110 | 110 | | hold a current designation assigned under Section 21.3521; |
---|
111 | 111 | | (3) be in a school district that has adopted an |
---|
112 | 112 | | approved local optional teacher designation system under Section |
---|
113 | 113 | | 21.3521; |
---|
114 | 114 | | (4) satisfy certain staff criteria by: |
---|
115 | 115 | | (A) requiring a principal or teacher employed at |
---|
116 | 116 | | the campus before the designation to apply for a position to |
---|
117 | 117 | | continue at the campus; |
---|
118 | 118 | | (B) employing only teachers who have at least |
---|
119 | 119 | | three years of teaching experience; |
---|
120 | 120 | | (C) employing at least one school counselor for |
---|
121 | 121 | | every 300 students; and |
---|
122 | 122 | | (D) employing at least one appropriately |
---|
123 | 123 | | licensed professional to assist with the social and emotional needs |
---|
124 | 124 | | of students and staff, who must be a: |
---|
125 | 125 | | (i) family and community liaison; |
---|
126 | 126 | | (ii) clinical social worker; |
---|
127 | 127 | | (iii) specialist in school psychology; or |
---|
128 | 128 | | (iv) professional counselor; |
---|
129 | 129 | | (5) implement a positive behavior program as provided |
---|
130 | 130 | | by Section 37.0013; |
---|
131 | 131 | | (6) implement a student and family engagement plan as |
---|
132 | 132 | | described by Section 29.927 [29.168]; |
---|
133 | 133 | | (7) develop and implement a plan to use high quality |
---|
134 | 134 | | instructional materials; |
---|
135 | 135 | | (8) if the campus is an elementary campus, operate the |
---|
136 | 136 | | campus for a school year that qualifies for funding under Section |
---|
137 | 137 | | 48.0051; and |
---|
138 | 138 | | (9) annually submit to the commissioner data and |
---|
139 | 139 | | information required by the commissioner to assess fidelity of |
---|
140 | 140 | | implementation. |
---|
141 | 141 | | SECTION 3. Section 29.168, Education Code, is repealed. |
---|
142 | 142 | | SECTION 4. This Act takes effect immediately if it receives |
---|
143 | 143 | | a vote of two-thirds of all the members elected to each house, as |
---|
144 | 144 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
145 | 145 | | Act does not receive the vote necessary for immediate effect, this |
---|
146 | 146 | | Act takes effect September 1, 2023. |
