66 AN ACT
77 relating to the establishment of a border public health
88 multidisciplinary response team within the office of border public
99 health.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 12.071, Health and Safety Code, is
1212 amended to read as follows:
1313 Sec. 12.071. OFFICE OF BORDER PUBLIC HEALTH; BORDER PUBLIC
1414 HEALTH MULTIDISCIPLINARY RESPONSE TEAMS. (a) In this section:
1515 (1) "Office" means the office of border public health
1616 established under Subsection (b).
1717 (2) "Response team" means the border public health
1818 multidisciplinary response team established under Subsection (c).
1919 (b) The department shall establish and maintain an office in
2020 the department to coordinate and promote health and environmental
2121 issues between this state and Mexico.
2222 (c) The department shall establish within the office a
2323 border public health multidisciplinary response team to:
2424 (1) assist local health departments in responding to
2525 public health issues at the border related to infectious diseases;
2626 and
2727 (2) address language, cultural, and environmental
2828 barriers associated with treating and preventing the spread of
2929 infectious diseases at the border.
3030 (d) The office shall appoint members to the response team.
3131 Each member of the response team must be bilingual in English and
3232 Spanish and the response team must include:
3333 (1) an epidemiologist;
3434 (2) a sanitarian, as defined by Section 1953.001,
3535 Occupations Code;
3636 (3) a nurse;
3737 (4) an individual who conducts contact tracing to
3838 identify individuals who may have been exposed to an infectious
3939 disease for the purpose of containing the spread of the disease; and
4040 (5) any other person the office considers appropriate.
4141 (e) The office shall ensure the response team is provided
4242 with adequate training, equipment, and support staff to enable the
4343 team to fulfill the duties assigned under this section and
4444 strengthen border health response efforts.
4545 SECTION 2. As soon as practicable after the effective date
4646 of this Act:
4747 (1) the Department of State Health Services shall
4848 establish the border public health multidisciplinary response team
4949 as required by Section 12.071, Health and Safety Code, as amended by
5050 this Act; and
5151 (2) the Office of Border Public Health shall appoint
5252 the members of the border public health multidisciplinary response
5353 team as required by Section 12.071, Health and Safety Code, as
5454 amended by this Act.
5555 SECTION 3. This Act takes effect September 1, 2023.
