66 AN ACT
77 relating to the establishment of the Texas Center for Rural Health
88 Education at The University of Texas Rio Grande Valley.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 79, Education Code, is amended by adding
1111 Section 79.11 to read as follows:
1212 Sec. 79.11. TEXAS CENTER FOR RURAL HEALTH EDUCATION. (a)
1313 In this section, "center" means the Texas Center for Rural Health
1414 Education.
1515 (b) The Texas Center for Rural Health Education is
1616 established at the university.
1717 (c) The organization, control, and management of the center
1818 are vested in the board.
1919 (d) Subject to the availability of money appropriated,
2020 gifted, or granted for the purposes of the center, the center shall:
2121 (1) perform an initial assessment of rural health
2222 education in this state;
2323 (2) develop appropriate performance metrics to
2424 measure improvement in rural health education and health care
2525 outcomes;
2626 (3) conduct research regarding rural health
2727 education, including research to identify:
2828 (A) best practices in rural health education; and
2929 (B) underserved rural areas;
3030 (4) develop recommendations regarding the allocation
3131 of funding for tuition and loan repayment programs available to
3232 rural health care professionals;
3333 (5) develop partnerships between high schools,
3434 postsecondary institutions of higher education, and local medical
3535 systems to recruit, train, and retain health care professionals to
3636 serve in underserved rural areas;
3737 (6) develop a plan to improve rural health education
3838 and health care outcomes; and
3939 (7) develop and maintain an Internet website that
4040 provides information regarding rural health education research and
4141 resources.
4242 (e) Subject to the availability of money appropriated,
4343 gifted, or granted for the purposes of the center, not later than
4444 December 1 of each even-numbered year, the center shall submit to
4545 the legislature a report on rural health education and health care
4646 outcomes in this state. The report must include a summary of the
4747 center's activities under Subsection (d) and any recommendations
4848 for legislative or other action.
4949 (f) The university shall encourage public or private
5050 entities to participate in or support the operation of the center
5151 and may enter into an agreement with any public or private entity
5252 for that purpose. An agreement may allow the center to provide
5353 information, services, or other assistance to an entity in exchange
5454 for the entity's participation or support.
5555 (g) The board may solicit, accept, and administer gifts and
5656 grants from any public or private source for the purposes of the
5757 center.
5858 (h) The board may employ personnel for the center as
5959 necessary.
6060 (i) The board may adopt rules as necessary to implement this
6161 section.
6262 SECTION 2. Not later than December 1, 2024, the Texas Center
6363 for Rural Health Education shall submit to the legislature the
6464 first biennial report required under Section 79.11, Education Code,
6565 as added by this Act.
6666 SECTION 3. This Act takes effect September 1, 2023.
