Frank, Chair, House Committee on Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2401 by Oliverson (Relating to the repeal of certain contracting requirements under the Medicaid managed care delivery model.), As Introduced     The fiscal implications of the bill cannot be determined due to the uncertainty regarding the fiscal impact of eliminating mandatory contracting requirements.  The bill would eliminate certain mandatory contract requirements for the Health and Human Services Commission (HHSC) when awarding contracts to managed care organizations. According to HHSC, contracts are awarded based on a competitive procurement process and the fiscal impact of eliminating the mandatory requirements cannot be determined at this time.
