6 | 6 | | relating to creating a framework for including certain credentials |

7 | 7 | | of value offered by general academic teaching institutions as part |
---|
8 | 8 | | of a baccalaureate degree program. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
---|
11 | 11 | | amended to read as follows: |
---|
12 | 12 | | Sec. 61.003. DEFINITIONS. |
---|
13 | 13 | | (17) "Credential of value" means an industry |
---|
14 | 14 | | recognized work-based learning credential in a high growth, high |
---|
15 | 15 | | demand industry. |
---|
16 | 16 | | SECTION 2. Subchapter C, Chapter 61, Education Code, is |
---|
17 | 17 | | amended by adding Section 61.05124 to read as follows: |

18 | 18 | | Sec. 61.05124. ENCOURAGEMENT FOR COLLABORATION BETWEEN |
---|
19 | 19 | | GENERAL ACADEMIC UNIVERSITIES, PUBLIC COMMUNITY COLLEGES, |
---|
20 | 20 | | RECOGNIZED ACCREDITING AGENCIES, AND PUBLIC TECHNICAL INSTITUTIONS |
---|
21 | 21 | | THAT OFFER CREDENTIALS OF VALUE. a) The board shall encourage: |

22 | 22 | | 1) Credentials of value as part of a general academic |
---|
23 | 23 | | university degree plan. |
---|
24 | 24 | | 2) Memorandums of understanding between general |
---|
25 | 25 | | academic universities and, public technical institutions that |
---|
26 | 26 | | offer credentials of value. |
---|
27 | 27 | | 3) Transferability of credits, particularly of course |
---|
28 | 28 | | yielding credentials of value. |
---|
29 | 29 | | 4) Development of multi-institutional degree plans. |
---|
30 | 30 | | 5) Creation of a frictionless financial aid process |
---|
31 | 31 | | that would allow for grants, scholarships, and all other forms of |
---|
32 | 32 | | financial aid to be applicable to the earning of credentials of |
---|
33 | 33 | | value. |
---|
34 | 34 | | b) the board shall award the designation of a Successful |
---|
35 | 35 | | Outcomes distinction for general academic universities that have at |
---|
36 | 36 | | least 8% of the graduating class of each academic year graduate with |
---|
37 | 37 | | at least one credential of value. |
---|
38 | 38 | | SECTION 3. Subchapter C, Chapter 61, Education Code, is |
---|
39 | 39 | | amended by adding Section 61.05125 to read as follows: |
---|
40 | 40 | | Sec. 61.05125. CREATION AND OBLIGATIONS OF A |
---|
41 | 41 | | MULTI-INSTITUTIONAL TASKFORCE. a) The Board shall create a |
---|
42 | 42 | | taskforce consisting of at least one representative from A K-12 |
---|
43 | 43 | | school district, a recognized accrediting entity, one |
---|
44 | 44 | | representative from a general academic university, one |
---|
45 | 45 | | representative from the Texas Workforce Commission, one |
---|
46 | 46 | | representative from a public community college, and one |
---|
47 | 47 | | representative from a public technical college. |
---|
48 | 48 | | b) The taskforce shall work together to develop a framework |
---|
49 | 49 | | for: |
---|
50 | 50 | | 1) Integrated multi institutional degree plans which |
---|
51 | 51 | | are fully accredited. |
---|
52 | 52 | | 2) The initiation of said degree plans at the k-12 |
---|
53 | 53 | | level. |
---|
54 | 54 | | 3) Each student earning at least 2 credentials of |
---|
55 | 55 | | value in their four year degree plan. |
---|
56 | 56 | | 4) Graduation with at least 2 credentials of value and |
---|
57 | 57 | | a four year degree in four years or less after high school |
---|
58 | 58 | | graduation. |
---|
59 | 59 | | SECTION 4. This Act takes effect immediately if it receives |
---|
60 | 60 | | a vote of two-thirds of all the members elected to each house, as |
---|
61 | 61 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
62 | 62 | | Act does not receive the vote necessary for immediate effect, this |
---|
63 | 63 | | Act takes effect September 1, 2023. |
