                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             May 14, 2023       TO: Honorable Bryan Hughes, Chair, Senate Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB246 by Swanson (Relating to establishing a pilot program for recording ballot counting activity.), As Engrossed     No significant fiscal implication to the State is anticipated. The bill would amend the Election Code to provide statutory authorization for the Secretary of State (SOS) to conduct a pilot program for the video recording of ballot counting activity in certain counties.  According to the SOS, assuming the agency would not be responsible for purchasing any software or hardware for the pilot program, no significant fiscal implications from the bill is anticipated.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated.  It is presumed any additional duties during ballot counting in counties participating in the pilot project could be conducted with existing resources.
