                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION             March 28, 2023       TO: Honorable Todd Hunter, Chair, House Committee on State Affairs     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB2469 by Geren (Relating to the administration of certain functions relating to state employee leave.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would transfer certain powers and duties related to state employee leave under Chapter 661, Government Code from the State Auditor's Office to the Comptroller of Public Accounts. It would also direct the Comptroller to adopt guidelines and rules, enter a memorandum of understanding with the State Auditor's Office, and transfer records by September 10, 2023.The State Auditor's Office estimates their costs to perform these functions to be minimal. The comptroller estimates costs to implement these new functions would also be minimal.It is assumed that any costs associated with the bill could be absorbed using existing resources.  Local Government ImpactNo fiscal implication to units of local government is anticipated.
