The bill would require the Soil and Water Conservation Board (SWCB) to conduct a study of the extent of the growth of carrizo cane along the Rio Grande, determine the amount of water consumed by the growth of carrizo cane and to report results of the study as required by the bill no later than January 1, 2025. Methodology

Based on information provided by the SWCB, this analysis assumes a one-time General Revenue cost of $1,481,349 would be necessary in fiscal year 2024 to provide for a fixed wing aircraft to conduct an aerial survey to acquire and collect data and imagery required by the bill and produce the study.
