| 5 | 5 | | relating to a study of carrizo cane on the international border of |

| 6 | 6 | | this state. |
|---|
| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. DEFINITIONS. In this Act: |
|---|
| 9 | 9 | | (1) "Board" means the State Soil and Water |
|---|
| 10 | 10 | | Conservation Board. |
|---|
| 11 | 11 | | (2) "Carrizo cane" means the invasive species of giant |
|---|
| 12 | 12 | | reed with the scientific name Arundo donax. |
|---|
| 13 | 13 | | (3) "Program" means the carrizo cane eradication |
|---|
| 14 | 14 | | program under Section 201.0225, Agriculture Code. |
|---|
| 15 | 15 | | SECTION 2. CARRIZO CANE STUDY. (a) The board shall conduct |
|---|
| 16 | 16 | | a study of the extent of the growth of carrizo cane along the Rio |
|---|
| 17 | 17 | | Grande to assist the board in administering the program. |
|---|
| 18 | 18 | | (b) In conducting the study, the board shall determine: |
|---|
| 19 | 19 | | (1) the acreage of carrizo cane remaining along the |
|---|
| 20 | 20 | | Rio Grande; and |
|---|
| 21 | 21 | | (2) the program's cost of eradicating the carrizo cane |
|---|
| 22 | 22 | | identified in the study. |
|---|
| 23 | 23 | | SECTION 3. REPORT. Not later than January 1, 2025, the |
|---|
| 24 | 24 | | board shall report the results of the study conducted under this Act |
|---|
| 25 | 25 | | and any recommendations to the governor, the lieutenant governor, |
|---|
| 26 | 26 | | the speaker of the house of representatives, and the standing |
|---|
| 27 | 27 | | committees of the senate and the house of representatives that have |
|---|
| 28 | 28 | | jurisdiction over natural resources. |
|---|
| 29 | 29 | | SECTION 4. EXPIRATION. This Act expires February 1, 2025. |
|---|
| 30 | 30 | | SECTION 5. EFFECTIVE DATE. This Act takes effect September |
|---|
| 31 | 31 | | 1, 2023. |
