66 AN ACT
77 relating to the establishment by the Texas Workforce Commission of
88 a workplace soft skills training pilot program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1111 amended by adding Section 302.0201 to read as follows:
1212 Sec. 302.0201. WORKPLACE SOFT SKILLS TRAINING PILOT
1313 PROGRAM. (a) The commission shall establish and administer a pilot
1414 program in Cameron County under which the division:
1515 (1) offers a six-week training course on workplace
1616 soft skills, including workplace ethics and etiquette, effective
1717 communication, leadership, organizational skills, and time
1818 management; and
1919 (2) awards a certificate of completion for a
2020 participant's successful completion of the training course.
2121 (b) The commission by rule shall establish curriculum
2222 requirements for the pilot program and eligibility criteria for a
2323 person to participate in the pilot program.
2424 (c) Not later than December 1, 2024, the commission shall
2525 evaluate the effectiveness of the pilot program at enhancing the
2626 workplace soft skills and employment outcomes of participants and
2727 report the results of the evaluation to the legislature. The report
2828 must include the commission's recommendation on whether the pilot
2929 program should be continued on a statewide basis.
3030 (d) This section expires September 1, 2025.
3131 SECTION 2. This Act takes effect September 1, 2023.
