| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 302, Labor Code, is |
|---|
| 11 | 11 | | amended by adding Section 302.0201 to read as follows: |
|---|
| 12 | 12 | | Sec. 302.0201. WORKPLACE SOFT SKILLS TRAINING PILOT |
|---|
| 13 | 13 | | PROGRAM. (a) The commission shall establish and administer a pilot |
|---|
| 14 | 14 | | program in Cameron County under which the division: |
|---|
| 15 | 15 | | (1) offers a six-week training course on workplace |
|---|
| 16 | 16 | | soft skills, including workplace ethics and etiquette, effective |
|---|
| 17 | 17 | | communication, leadership, organizational skills, and time |
|---|
| 18 | 18 | | management; and |
|---|
| 19 | 19 | | (2) awards a certificate of completion for a |
|---|
| 20 | 20 | | participant's successful completion of the training course. |
|---|
| 21 | 21 | | (b) The commission by rule shall establish curriculum |
|---|
| 22 | 22 | | requirements for the pilot program and eligibility criteria for a |
|---|
| 23 | 23 | | person to participate in the pilot program. |
|---|
| 24 | 24 | | (c) Not later than December 1, 2024, the commission shall |
|---|
| 25 | 25 | | evaluate the effectiveness of the pilot program at enhancing the |
|---|
| 26 | 26 | | workplace soft skills and employment outcomes of participants and |
|---|
| 27 | 27 | | report the results of the evaluation to the legislature. The report |
|---|
| 28 | 28 | | must include the commission's recommendation on whether the pilot |
|---|
| 29 | 29 | | program should be continued on a statewide basis. |
|---|
| 30 | 30 | | (d) This section expires September 1, 2025. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect September 1, 2023. |
