55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the inclusion of civics instruction in public school
88 government curriculum requirements for high school students.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 28.002, Education Code, is amended by
1111 adding Subsection (h-3) to read as follows:
1212 (h-3) In adopting the essential knowledge and skills for the
1313 government component of the social studies curriculum for high
1414 school students, the State Board of Education shall adopt essential
1515 knowledge and skills to develop each student's civic knowledge,
1616 including:
1717 (1) the role of governmental officials, including:
1818 (A) statewide elected officials;
1919 (B) county officials;
2020 (C) city councilors; and
2121 (D) other local governmental officials;
2222 (2) the voting process and election laws of this
2323 state;
2424 (3) the eligibility requirements to run for elected
2525 office in this state;
2626 (4) Robert's Rules of Order; and
2727 (5) the elected officials who represent the student at
2828 each level of government.
2929 SECTION 2. This Act applies beginning with the 2023-2024
3030 school year.
3131 SECTION 3. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2023.
